The SLO shall provide full representation and legal advice to clients as required, with a focus on more complex claims, as well as regularly assisting with screening clients. The SLO will assist the Team Leader in developing and maintaining detailed procedures and protocols for the work of the Protection Team, including procedures for receiving clients, assigning cases, and developing case plans. The SLO works with the Team Leader to coordinate and provide training for new interns and other staff on Protection related matters. Subject to designation by the Team Leader, the SLO shall assume the responsibilities of the Team Leader in his absence, communications with UNHCR, and decision-making for the team. Requirements1. Legal residency in Egypt. 2. The SLO must be fluent in both oral and written Arabic. 3. As English is the official operating language of AMERA, the SLO must have superior written and oral English skills. 4. A Bachelor’s degree in law or an LLM or JD required. 5. Five years’ experience working as Egyptian Bar certified lawyer. 6. Experience of, and proven ability in, advocating for clients in the Egyptian law enforcement and court system, including with police stations and with the prosecutor’s office. 7. Ability to prepare high-quality testimonies and legal arguments for submission to the courts. 8. Ability to review written material and provide constructive feedback in a timely manner. 9. Conscientious record-keeping of all actions taken regarding clients’ cases. 10. Ability to organize, multi-task and prioritize workload in order to meet deadlines. 11. Ability to assist in the development and oversight of effective systems for the smooth functioning and management of a team. 12. Ability to handle conflicting priorities in a fast-paced environment while working with limited resources. 13. Able to work independently and also to take direction. 14. A positive attitude and sensitive manner when dealing with clients including a range of interviewing skills for dealing with challenging interview scenarios. 15. Diplomacy and assertiveness; the ability to confront and discuss sensitive issues with respect and care. 16. Maturity and discretion; ability to work with and maintain confidential information. 17. A positive attitude and collaborative approach to dealing with clients, interns and staff 18. Understanding of a human rights, client-centered approach.Responsibilities1. Undertake comprehensive screening of clients to assess their security claim and determine if full legal representation is appropriate. 2. Provide legal advice where full representation is not appropriate. 3. Provide full representation where appropriate. Functions related to representation of Protection cases include (but are not limited to) the following: a. Preparation of written statements b. Drafting of legal arguments/submissions c. Obtaining documents to support client cases such as witness statements etc. d. Preparation of clients for the interviews at the police station, prosecution office and courts. e. Accompaniment of clients to the police station, prosecution office and courts to, for instance, file a police complaint. f. Oral advocacy for clients before the police station, prosecution office and, where appropriate, courts. g. Regularly follow-up on the status of client cases with the police station, prosecution office and courts through inquires made on the client’s behalf h. Regularly communicate with clients on the status of their cases at each step of the process. 4. Undertake legal research in support of individual claims and for general organisational research purposes. Maintain good working knowledge of the current political and social situations in Egypt. 5. Maintain good working knowledge of UNHCR guidelines, processes and procedures. 6. Assess clients’ needs for referral to psychosocial or other care within AMERA or to other organizations. 7. Participate in ongoing training activities and supervision to ensure commitment to continued professional development.
