POSITION DESCRIPTION Title: Livelihoods Coordinator Location: Basateen, Aden – 40% travel Start of Contract & Duration:  Starting from July 2014 until 31st December 2014 BACKGROUND The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa and Yemen since 1997. Using a protection of human rights framework, DRC has focused mainly on Somalis and, increasingly, local populations displaced or otherwise directly affected by conflict. Programmes include Emergency Response; Protection & Advocacy; Livelihoods & Food security; Shelter & NFI distribution, and Water & Sanitation.  PURPOSE The Livelihoods Coordinator will provide technical expertise to several project managers, and will support the development of livelihoods activities in the DRC Yemen programme. KEY RESPONSIBILITIES •    Provide technical support and capacity development for relevant project managers and staff;  •    Facilitate the smooth running and quality control of the livelihood activities, namely income generation, cash for work, food for work, vocational skills training and strengthening of small-scale businesses for beneficiaries; •    Search and engage in project development of new livelihood opportunities for IDPs, mixed migrants, refugee and vulnerable host communities, design and coordinate market assessments, conduct feasibility studies and supervise the smooth start up and running of selected projects; •    Coordinate the identification of livelihood assistance packages for IDPs, mixed migrants, refugees and host communities within the programmes in Ethiopia and Yemen; •    Ensure the teams produces accurate and timely reporting of activities against planned objectives; •    Support activities relating to ongoing monitoring, evaluation and accountability. •    Participate in regional sectoral dialogue on livelihoods, durable solutions and resiliency programming  Specific Responsibilities •    Provide strategic leadership for the livelihoods teams, providing support for the current activities while keeping an eye into new areas of development; •    Ensure that income generation activities reach the target population, taking corrective measures when needed and proposing new ways to reach the more vulnerable; •    Propose objectives, elaborate work plans and formulate monitoring and evaluation plans for the livelihood activities, including impact assessment; •    Coordinate and lead market assessments and feasibility studies for IG projects on demand or on own initiative; •    Ensure that guidelines informing livelihood activities are strictly adhered to, advising on needed correction and developing, when and if required, new guidelines; •    Ensure that proper records are kept of all cash/grants movements; •    Prepare proposals and contract agreements for livelihood projects; •    Participate in relevant meetings, workshops, seminars and trainings; •    Prepare monthly, quarterly and annual work plans and reports as per agreed format; •    Co-ordinate the activities of the livelihood teams in order to assure the best use of DRC energy and resources; •    Follow up on the work plans, taking the necessary steps to ensure they are strictly adhered to by the departmental teams; •    Organize regular team meetings, making sure they are participatory and end up with agreed action points; •    Other relevant tasks as requested by the supervisor. REPORTING ARRANGEMENTS The Livelihoods Coordinator reports to the Mixed Migration Programme Manager. GENERAL Commitments: DRC has a Humanitarian Accountability Framework, outlining its global accountability committments. All staff are required to contribute to the achievement of this framework into the work of DRC (http://www.drc.dk/HAF.4265.0.html)   PERSONAL SPECIFICATIONS Essential: •    Bachelor’s degree in business, community development or other relevant field; master’s degree preferred; •    Minimum 5 years working experience with INGOs in the field of livelihoods with project management experience; •    Proven experience conducting market assessments, feasibility studies and setting up small businesses; •    Excellent command of the most common methodologies to identify, assess and monitor IG activities, with proven record of achievements; •    Well-developed people management skills; •    Proven diplomacy with all types of stakeholders; •    Knowledgeable of quality assurance systems; •    Hands-on experience managing staff in insecure locations; •    Proven financial management skills; •    Experience implementing multiple donor contracts; •    Fluent and articulate in spoken and written English required (Amharic and/or Arabic desired); •    Flexible attitude and willingness to travel    Application Process: Kindly send your CV and one page cover letter by e-mail to [email protected]. Please write “Livelihoods Coordinator" as the subject heading.
