ANERA is an international, non-profit, non-governmental organization implementing infrastructure projects in the West Bank and Gaza. ANERA is recruiting for the Palestinian Community Infrastructure Development (PCID) Program, a five-year USAID-funded program the following position to be based in its Jerusalem office:
Construction Health & Safety Officer
General Roles and Responsibilities:
-Provide leadership in and manage all aspects of safety & health at multiple construction projects, ensuring regulatory compliance with OSHA, as well as local H&S requirements by ANERA employees and subcontractors on site.
-Ensure Personnel Safety of all parties (engineers, contractors personnel, authorized visitors, public…etc) at construction sites, through overseeing that construction safety practices are properly implemented by contractors at all sites.
-Review and comment on Contractor’s safety plans and relevant submittals.
-Work with local subcontractors to provide occupational safety & health leadership, safety awareness, special safety training, and promoting ANERA’s safety culture.
-Conduct regular safety inspections/audits and achieve/document corrective actions.
-Conduct safety meetings and provide awareness level safety training on basic construction safety topics.
-Conduct accident investigations and prepare reporting in accordance with OSHA and ANERA’s requirements.
-Ensure all personnel, including subcontractors, are using appropriate personal protective equipment.
-Ensure all regulatory and awareness safety postings and signage are in compliance and are up-to-date.
-Monitor and oversee subcontractor safety program and safety professionals.
Qualifications:
-An undergraduate degree in Civil/Construction/ or any other related Engineering field, with 5-8 years of experience working on construction sites, preferably where construction safety requirements were implemented.
-Have had some training related to construction health and site safety preferably on safety training modules provided by OSHA (the 30 hour OSHA Construction Safety training). Experience in implementation of construction safety policies would be a plus.
-Strong personality and leadership skills, in addition to excellent communication skills.
-Excellent computer software skills, including Microsoft Office Applications, as well as Internet research abilities.
-Arabic and English fluency (both oral and written) is essential. An excellent reporting skill is a must.
-Flexibility, excellent interpersonal, and the ability to work well with all levels of internal and external controls.
-An expressed interest in international development through coursework, travel, and/or internship experience is desired.
-Ability to travel all around the West Bank.
-Possession of a clean driving license, in addition to a fair geographical knowledge of the areas of the West Bank.
