Positing Title      : Senior WASH Program Officer  No.Of openings: 2 (1- Sana’a Governorate, based in Sana’a, 1- Taiz Governorate, based in Mokha) Reference number: SAH-WASH 2014 Location        : Sana’a – Taiz  Position Status: Full Time  PROGRAM SUMMARY: An international Humanitarian NGO Mercy Corps is looking for the Senior Program Officer for Water, Sanitation & Hygiene for Girls and Boys project what will build on the existing framework of UNICEF multi-sector program in Sana’a and Taiz governorates. It will also focus on key issues, which have demanded immediate attention within the water and sanitation sector and will support the improvement of school Water and Sanitation conditions and will create an enabling environment for boys and girls. The Senior Program Officer (SPO) reports directly to the Program Manager .He/she is responsible for assisting overall program management and implementation of a WASH project aimed at serving the needs of 16 affected schools in Sana’a and Taiz Governorates.  The SPO will provide technical expertise in water quality testing, hygiene promotion and communication, engineering and rehabilitation of water and sanitation systems. ESSENTIAL JOB FUNCTIONS:  Technical design and oversight •    Prepare and update program action and activity plans; •    Conduct assessments of school-based water systems and identify Water and Sanitation rehabilitation needs. •    Organize and supervise the implementation of program’s activities; •    Provide technical input and support to the team; Monitor project implementation and provide support to ensure the quality of construction, trainings, and provide guidance on improvements. •    Submit monthly compilation reports to the Program Manager; •    Ensure quality control of overall program implementation; •    Oversee and ensure quality implementation of actors involved in the program; •    Ensure that activities are on track, including developing and implementing solutions as necessary; •    Providing overall guidance and direction focusing the program team on achieving agreed targets and long-term strategic objectives; •    Supervise and be responsible for all technical aspects of daily project implementation.  Staff Management and leadership •    Lead meetings, reviewing progress and planning  •    Field visit planning for the team (staff movements in and out of the field). •    Provide encouragement, constructive feedback, support, coaching, as well as conducting performance appraisals to the staff. •    Provide guidance to staff on all issues related to program implementation; Logistics: •    Based on the donor proposal and WASH assessment needs , develop an annual procurement plan •    Regular communication with Operations department concerning procurement of supplies. Coordination and reporting •    Maintain effective communication with partners/stakeholders and other organizations operating in targeted area for coordination and partnership opportunities; •    Participate in WASH cluster coordination meetings with other WASH partners. •    Maintain effective communications with the local authorities and local community. •    Community involvement and capacity building (PHAST approach) •    Ensure regular field monitoring visits of targeted schools and provide on job support & monitoring of selected contractors. •    Preparation of regular progress activities report to the Program Manager. •    Conduct him/her both professionally and personally in such a manner as to bring credit to the organization. •    Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of program implementation. •    Perform other duties as assigned by the Program Manager. SUPERVISORY RESPONSIBILITY: •    Ensure proper supervision of Hygiene Promotion Officer and Community Mobilizers and implementation partners.  WORKS DIRECTLY WITH:   Hygiene Promotion Officer, Technical staff   KNOWLEDGE AND EXPERIENCE:  •    Bachelors or Masters Degree in Engineering, Humanitarian Studies, or other relevant degree; •    Minimum of three years professional experience in implementing emergency response programs in a    humanitarian setting, particularly in the WASH sector; •    Strong team leadership and technical expertise are critical. •    Technical WASH skills; understanding and appreciation of the link between hardware (water, sanitation facilities) and public hygiene promotion •    Team player with good interpersonal skills, self-motivated, energetic, hard-working, servant-hearted. •    Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently; •    Excellent time management skills and resourcefulness with strong attention to detail; •    Ability to engage with local communities in rural areas. •    Physically able to spend the long periods of time in the field. •    Ability to think independently and problem solve. •    Strong organizational skills and ability to multi-task. •    Honest, hardworking and committed to community development. •    Flexible to work under pressure and remote areas. •    English fluency and writing skills are required.  •    Previous humanitarian experience.
