POSITION DESCRIPTION Title:          Protection Officer Location:      Sana’a, with substantial travel to Aden and Taiz Start of Contract & Duration:  1st July 2014 – 3 months BACKGROUND Yemen is increasingly becoming a country of destination for Syrians who are fleeing the conflict in their own country. The Ministry of the Interior reports that more than 5,000 individuals arrived in 2012, with a further 9,350 arriving in the first 9 months of 2013. However, these figures are incomplete and unverified, and it is believed that up to 25,000 people may now be living in Yemen, predominantly in urban areas. The data depicting the scale of the needs of the Syrian population in Yemen are also limited and, as a result, new arrivals have received almost no recognition or support, either from the government or from the humanitarian community.  DRC, working in partnership with CARE, has received funding to conduct a profiling exercise in the Syrian communities in Sana’a, Taiz and Aden. This multi-sector assessment will provide the data required to support the development of needs-led programming.  PURPOSE The Protection Officer will be responsible for ensuring that protection considerations are taken into account during all aspects of the profiling exercise, and that vulnerable cases identified during the exercise are correctly referred and supported. The Protection Officer will work closely with the Project Manager and the Profiling Advisor to ensure that protection issues are fully integrated into all profiling tools, and will support the provision of training on protection issues to the enumerators. The Protection Officer will oversee the implementation of the profiling exercise and will provide technical support to the enumerators. Where protection cases are identified, the Protection Officer will be responsible for ensuring that they are referred to the appropriate service provider and addressed in a timely, sensitive and confidential fashion.  KEY RESPONSIBILITIES Supporting the profiling exercise  •    Working with the Project Manager and Profiling Advisor to ensure that protection issues are mainstreamed throughout the profiling methodology and tools •    Supporting the delivery of protection trainings to project staff and enumerators •    Providing technical support and guidance to the project staff and enumerators during the profiling exercise, including advising on how to access vulnerable and marginalized populations •    Monitoring the work of the Protection Assistants to ensure that individuals with protection needs are correctly identified and, where necessary, referred for appropriate support •    Conduct field visits to Aden and Taiz to provide face to face support to Protection Assistants based in these locations Referral and case management •    Review all identified protection cases to ensure that vulnerability has been accurately assessed •    Determine appropriate interventions for identified protection cases and supervise their referral to the relevant actor •    Follow up referred cases to ensure that they are resolved in an appropriate and timely manner •    Ensure that all documentation referring to protection cases is in good order, and is handled with sensitivity and confidentiality  •    Discuss protection incidents and concerns with the Project Manager and with other DRC protection staff  •    Ensure the compliance of the Protection Assistants with the project’s implementation plan and standard operating procedures, and DRC’s code of conduct and other relevant policies Documentation and reporting •    Submit weekly reports to the Project Manager and also to the DRC technical manager documenting the protection activities, achievements and ongoing cases •    Support the Profiling Advisor to develop a report at the conclusion of the profiling exercise detailing the specific protection concerns encountered amongst the profiled group. •    Other duties as required by the supervisor REPORTING ARRANGEMENTS Reporting to the Project Manager. This position includes the supervision of three Protection Assistants, based in Sana’a, Aden and Taiz.
