POSITION DESCRIPTION Title: Protection Monitoring assistant  Location: Aden/Basateen Start of Contract & Duration: From June until 31 Dec 2014, with a 3 month probation period and a possible extension beyond 2014 depending on performance and available funds. BACKGROUND The Danish Refugee Council (DRC) has been providing relief and development services in Yemen since 2008. DRC manages various projects, implemented in a number of southern governorates, from its office in Sana’a.  PURPOSE DRC Yemen requires an experienced Protection Monitoring Assistant with legal background for its project supporting mixed migrants in Basateen. The Protection Monitoring Assistant is responsible for the efficacy and efficiency of DRC intervention at the main migrants’ detention facilities in the Aden governorate.    KEY RESPONSIBILITIES 1-    Carrying out screening interviews with those newly arrived to Aden to identify their status and vulnerability for purpose of referral and/or assistance.   2-    Ensure regular visits to the related authorities to reach to new arrivals or/and any emergency cases in detention facilities; Ensure the timely reporting (within 24 hours) to the Mixed Migration Information Officer. 3-    Build trust and personal relationships with immigration, security and detention facilities personnel and officials and build up a key informant network.  4-    Provide legal and social counseling to migrants, including on asylum procedures in Yemen, smuggling and trafficking risks.  5-    Support the implementation of an information campaign targeting refugees, asylum seekers and migrants through involvement in producing materials for distribution, a documentary, establishing and maintaining a hotline, and other tasks as required.  6-    Assist in the compilation of reports on protection trends and incidents facing refugees, asylum seekers and migrants resident or transiting through Basateen/Aden. 7-    Participate in trainings on protection, migrants’ rights, data collection, interview techniques, data compilation, referral of vulnerable cases, etc.  8-    Provide input towards the development of leaflets/other communication output that outline the rights and duties of refugees, asylum seekers and migrants in Yemen. 9-    Backstop other protection/information colleagues when absent from the field, sick or on leave. 10-    Participate in informational meetings with migrants, with these meetings seeking to support migrant’s community life, inter-cultural communication and their integration into the society. Ensure that there is a wide dissemination of the risks faced by migrant communities in Yemen and together with members of the community, define possible solutions to these problems.  11-    Attend regular supervision sessions with line manager. 12-    Be available to respond to emergencies related to mass influx. 13-    Undertake other reasonable duties appropriate to the post and requested by the line manager REPORTING ARRANGEMENTS Report to the Mixed Migration Information Officer. PERSONAL SPECIFICATIONS Essential:  •    Bachelor degree in Law, Social Science and/or a related field. •    Minimum 2 years of previous job experience in working in the field with refugee, IDPs or vulnerable people. •    Previous experience of data collection (participative survey, focus group, interviews). •    Minimum command of MS word, excel and email software. •    Good writing skills. •    Proficiency in English & Arabic is essential;  •    Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local and international staff and other stakeholders; •    Good understanding of refugee and protection related issues. •    Able to work under pressure, work long hours, and under difficult living conditions.  •    Experience and willingness to work in the field. Preferable: •    Knowledge of Oromo or Ahmara is a strong advantage.    GENERAL Commitments: DRC has a Humanitarian Accountability Framework, outlining its global accountability committments.
