Procurement Assistant -Sana'a (National Position) Norwegian Refugee Council    The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.  The Norwegian Refugee Council has approximately 3500 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs     The Norwegian Refugee Council (NRC) is an International NGO with regional competence and expertise in working with displaced populations. The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and Mogadishu), Kenya (Dadaab, Kakuma and Molo), Ethiopia (Addis Ababa, Dolo Ado, Shire and Asosa) and Yemen (Sana’a ,Aden and Haradh ).  The main aim of the position is to provide support to the organization’s activities in form of general logistics and procurement of goods and services for projects activities in Yemen.  Please note: Due to the high number of applications we receive, we will not be able to respond to or process applications that are not submitted formally through our on- line application system for vacancies (WebCruiter).    Job description •    Facilitate the purchases of various supplies as instructed and ensure that they are of good quality.  •    Liaise with suppliers to ensure prompt and accurate delivery of goods, services and equipment.  •    Receive all supplies delivered to the NRC office and ensure that supplies are received in good condition together with correct D/Notes, Invoices and export documents if applicable.  •    Assist in preparation of documentation for bids committee meetings.  •    Identify needs for equipment repair/service and contact repair service vendors.  •    Assist in following up on repairs of equipment and ensure timely delivery.  •    Maintain proper files of requisitions, quotations and purchase orders.  •    Organize for the dispatch of goods and equipment whenever required and ensure that packing list, waybills and export documentations are prepared.  •    Assist in preparing procurement documents for other purchases whenever required.  •    Prepare transport documentation accompanying dispatches such as packing lists, waybills and loading details to accompany shipment.  •    Ensure that shipping details are communicated promptly to receiver in writing.  •    Register all incoming Requisitions and update status report on procurement for inclusion and circulation in the weekly status report.  •    Prepare periodic procurement/shipping updates and circulate to the program and support staff.  •    In charge of inventory control/procurement of consumables and office supplies at NRC and ensure available stock in office store.  •    Responsible for updating asset inventory for NRC office and guest/staff house giving monthly reports to logistics Officer.  •    Assist Logistics Officers in follow-ups of exemption of duties and taxes from relevant government authorities.  •    Manage the logistics storage space/stores monitoring and recording all movements of materials.  •    Together with the lead driver/fleet supervisor follow up on fuel consumption and prompt payment of fuel suppliers.  •    Collect and compile monthly logistics reports and pass on to the logistics officers.(Car pool, inventory and satellite phone reports).  •    Perform any other duties as is delegated by the supervisor/line manager.   Qualifications •    At least 3 years previous work experience in the same or similar functional area preferably with UN or NGOs.  •    Technical or university level courses in asset management, logistics or procurement an asset .  •    Excellent working knowledge in Microsoft Office.  •    Excellent written and spoken Arabic,English will be a plus.   Personal qualities •    Able to work under pressure and for extended working hours.  •    Can prioritize tasks and manage pressure, stress, problem solve and make decisions.  •    Strong analytical skills, able of making decisions.  •    Takes initiatives, has creative thinking and focuses on solutions rather than problems.  •    Is dedicated and focused on results.  •    Open to learning and criticism, willing to improve where needed.  •    Can manage a large workforce, and staff with different set of skills.  •    Motivated, positive individual who likes to take initiative; good team player.
