Background
Following Yemen’s political unrest of 2011, and the signing of the Gulf Cooperation Council peace initiative in November of that year, the Republic of Yemen has embarked on a two-year transition agenda. Against the backdrop of this political transition, and the request of the Yemeni authorities, the United Nations has articulated a Joint UN Framework to Support the Transition in Yemen, 2012-2014, which provides an important basis for UN assistance during this period. As the National Dialogue concluded, it is important to look beyond immediate relief and peacebuilding, towards more integrated and sustainable peacebuilding and state building initiatives that can build confidence in the state and deliver dividends to the population. This is most important in rural areas, where an estimated 75% of the population live, and where the relationships between formal and informal structures of governance are most deterministic of development and security outcomes. Many local authorities have yet to take fully charge of local affairs as foreseen by the law. In this context, establishing governance mechanisms which can mobilise relation-based systems and formalise the channels through which society participates in government planning and policy making may provide avenues for greater inclusion of marginalised groups, improved confidence in governance processes, and eventually extension of services, particularly in conflict affected governorates. This is a joint project between UNDP and UNFPA and the overall objective of the Peace and Transition Support Project is to support increasing citizen participation in peace and development planning and policy development and support the rebuilding of the social contract of marginalized groups, most importantly the youth and women.
Duties and Responsibilities
Under the supervision of the Chief Technical Advisor and the Project Coordinator and in close collaboration with UNDP CO,UNFPA CO the PTSP Reporting/Monitoring & Evaluation Officer will be responsible for the following:
• Ensure the compliance of the PTSP project and UNDP M&E requirements and ensure the effective communication between the PTSP project and CO regarding M&E and management of development results;
• Ensure that the PTSP project conducts M&E activities in line with UNDP corporate policies, procedures and requirements, and those of donor requirements, by providing relevant information in a timely and effective manner;
• Ensure the management of the implementation of the PTSP Project is in line with the UNDP Yemen M&E Business Process and update the business process document, the memos and tools as necessary for the project in coordination with the CO;
• Provide relevant technical support to the PTSP project staff and CO to enhance the capacities of staff;
• Conduct training for the programme staff in the areas of RBM, results-based planning, reporting and M&E;
• In coordination with the UNDP CO, monitor the M&E related indicators for PTSP support in the Balanced Scorecard of Yemen CO to ensure the compliance of corporate requirements;
• Manage monitoring and reporting activities at the project level;
• In collaboration with the PTSP CTA and Governance Team, manage the preparation and timely submission of relevant project reporting to the UNDP Governance Team leadership, by providing technical guidance and coordination support;
• In collaboration with the PTSP CTA and Governance Team, manage the quarterly results monitoring of the PTSP project and its outcomes by using Atlas Project Management and ERBM Platform and organize the results review meeting every quarter in coordination with the UNDP CO and as required by the project;
• In collaboration with the CTA and Governance Team, organize an annual review meeting of Project Board with partners;
• In collaboration with the PTSP CTA and Governance Team, organize mid-term and annual review meetings of the Outcome Board in order to systematically review the progress of outcomes with partners;
• Ensure the PTSP project organizes quarterly review meetings with partners in order to systematically review the progress on their expected results/outputs at the component and project level;
• Manage evaluation activities at the project level;
• Manage the project implementation of the UNDP Yemen Evaluation Plan in accordance with the UNDP Evaluation Policy 2011 and update the plan as necessary in consultation with partners and approval of UNDP CO/Governance Team Leader;
• Manage decentralized evaluations at the field level and support the management of independent evaluations of the PTSP project;
• Support the M&E activities at the inter-agency level and enhance the M&E capacities of national partners
• Manage the Reporting requirements of the SETP project;
• Contributing to draft regular project reports, presentations, including timetables on project activities and electoral and political updates;
• Monitor and report on the utilization of project resources and support, including equipment, with the view of ensuring and determining cost effectiveness;
• Regularly document lessons learnt on various interventions by the project, CO and government sectors;
• Develop and regularly update and review the tools for monitoring and evaluation and makes adjustments to facilitate objective measurement of indicators included in the SETP project document;
• Any other tasks related to this ToR as assigned by the PTSP CTA. Competencies

Education:
• Advanced university degree (master or equivalent) in local development, social science, or related fields is required. Experience:
• A minimum of 3 years of experience with progressive responsibilities in monitoring and evaluating programs and reporting;
• A first-level university degree in combination with 2 additional years of relevant and qualifying experience may be accepted in lieu of the advanced university degree;
• In depth knowledge of results-based planning, monitoring, reporting, evaluation and project management;
• Experiences in developing practical guidance and tools on M&E;
• Knowledge of UNDP and UN system programming is desirable;
• M&E experience with UNDP and/or other UN agencies are desirable. Language Requirements:
• Fluency in Arabic language, both written and oral, is required. English is desirable.
