John Snow Inc. (JSI) is managing two USAID-funded projects in Yemen - the Maternal and Child Health Integrated Program (MCHIP) and the USAID | DELIVER PROJECT. JSI is seeking a Finance and Administration Officer (FAO) to work with the USAID | DELIVER PROJECT and be based in Sana’a, Yemen. USAID | DELIVER PROJECT strengthens the supply chains of health and family planning programs in developing countries to ensure the availability of critical health products to customers. The FAO will be responsible for supporting the office’s Finance and Administration Manager (FAM) in all day-to-day financial and administrative operations, including finance, administration and procurement contracts. The FAO will be responsible for supporting the FAM in putting in place accounting, procurement and financial reporting systems. She or he will work closely with the FAM to ensure the projects compliance with JSI accounting systems and procedures, USAID procurement regulations, and all financial and legal requirements of the Government of Yemen. The FAO will assist in processing all payments and advances; overseeing the submission of all monthly invoices and cash flow requests; reconciling bank accounts and advances; maintaining all financial documentation according to local law; and ensuring accurate and timely submission of all financial reports. This post is managed by JSI, and will be housed in a JSI office that is shared by USAID | DELIVER PROJECT and MCHIP. Activities:
• Support the project financial and administrative systems, including the use of Quickbooks software for project accounting
• Track and report on project spending and financial status on a monthly basis
• Ensure the timely budgeting, management and reporting of JSI/project finances
• Prepare and submit monthly financial and other administrative reports to the JSI headquarters
• Ensure that all transactions and activities are conducted in accordance with JSI financial and administrative regulations
• Ensure compliance with USAID regulations and JSI/projects’ procedures in the implementation of all project activities
• Provide support in any audits or finance and administrative reviews of JSI/projects
• Procure and process Purchase Orders following USAID and JSI/projects’ regulations
• Support maintenance of Project inventory according to USAID and JSI rules and regulations
• Process travel advance requests and reimbursements for staff for field expenses and maintain advance records for all field trips
• Process transportation allowances and per diems for training workshop participants and compile the necessary documentation; may include travel to governorates
• Supervise junior Finance and Administration Officers based in the governorate field offices and travel to these field offices to provide on-the-job training and supportive supervision as needed
• Other duties as may be assigned Qualifications:
• Certified accountant with financial specialization or equivalent combination of training and experience
• Three to five years’ experience supporting the finances of an international development program
• Proven skills in organizing and supporting financial operations, procurement and local contracting
• Demonstrated ability in analyzing financial documents, projections, expenditures, and accruals
• Skills in program planning, budgeting and financial analysis
• Familiarity with and proven ability to use standard accounting and spreadsheet software including Microsoft Excel (knowledge of Quickbooks is a plus)
• Fluency in Arabic and English with an ability to communicate effectively on financial operations
• Ability to work independently and multi-task in a team setting with minimal supervision
