Vacancy Announcement for National Personnel for the German International Cooperation/Institutional Development of the Water Sector (PN.13.2285.8-001.00) implemented by the GIZ Office Sana’a. With immediate effect the GIZ Office Sana’a invites applications from qualified Yemeni nationals for the following position:  •    Position: Senior Advisor  •    End of Contract: 28.02.2015  •    Post Location: Sana’a Responsibilities •    Supervise the consultant for work-area 3 of the water program in coordination with the international utility management advisor in accordance with the work-area 3 goals, objectives, activities, timelines, results and outputs; •    Manage communication and cooperation linkages with relevant stakeholders; •    Supervise work-area 3 national team members; •    Provide contract management services to the Head of the Water Sector Programme; •    Provide timely and accurate reporting; •    Maintain communication channels with all work-area 3 actors; Main Tasks •    manage staff in accordance with management principles and guidelines to promote a sense of corporate identity, enable employees to carry out tasks independently and create scope for developing creativity and innovation •    plan the assignment of and professional development of staff members who report to him •    monitor, manage staff and ensure that they provide efficient and cost-effective services •    carry out the annual staff assessment and development talk for staff members who report to him  •    Ensuring the consultant approaches and endeavours to resolve the Governance issues according to the legal responsibilities of the Board of Directors (BOD), Advisory Committees and senior management in Local Corporations (LCs) and Utilities; •    Validating the consultant’s collaboration with the BOD, Advisory Committees and senior management in the preparation of strategic, operational, and business plans; •    Coordinating the involvement of the GIZ Good Governance programme, with the consultant and monitoring the agreed upon tasks with LC’s and Utilities; •    Monitoring the consultants activities associated with strengthening and enhancing senior and line management practices within the LCs and Utilities; •    Coordinate the activities surrounding the LCs and Utilities in applying for PTOP-funds and (where appropriate) in implementing PTOP-financed activities; •    Supervise the GIZ performance management system activities relevant to measuring and recording the data associated with LCs and Utility performance indicators; •    Ensuring that support to the LCs and Utilities in increasing energy efficiency is implemented in an effective and efficient manner with tangible results; •    Working with the LCs and Utilities senior management and the consultant in identifying the potential areas for private sector involvement; •    Monitoring the institutionalization of the training and development activities and the utilization of the LCs and Utilities training and development budget allocations; •    Ensuring that the consultant’s Human Resource Management, Planning and Development activities focus on labour relations, employment services, health and safety, rewards, recognition and incentives, overstaffing and underemployment issues and that they deliver planned results; •    Monitoring the implementation of the consultants activities associated with workplace safety and its management;  •    Monitor the quality of the outputs of the financial system in the LCs and Utilities; •    Oversee the preparation and implementation, using established GIS programmes, of an Asset Management programme with LCs and Utilities; •    Monitoring the consultant’s activities associated with improving water supply management (pumping, storage, network flow rates and pressure management, distribution frequency/allocations, service connections, metering, etc.);  •    Monitoring the consultant’s activities associated with Non-Revenue Water (administrative losses, technical losses including leak detection initiatives and illegal connections); •    Verifying the implementation and possible constraints of the DCMMS in preventative maintenance activities; •    Ensuring that the LCs and Utilities are utilizing GIS procedures that are in place to the utmost capacity; •    Monitoring the consultant’s activities associated with the operations and preventative/repair maintenance of the wastewater collection network (cleaning, inspection, emergency situations, and repair works)  •    Monitoring the complete meter reading – billing and collection cycle and prepare quarterly updates on the service delivery activities and the issues/problems encountered; •    Monitoring the customer service/customer care function, and the complaints management process; •    Monitoring the implementation and evaluation relevant to HRD requirements which will be utilizing structured on-job-training and coaching interventions in the workplace with the relevant LCs and Utilities; •    Assisting the LCs and Utilities senior management and the consultant in their task of strengthening women’s role in LCs and Utilities; •    Perform other duties and tasks at the request of management; Required qualifications, competences and experience •    Masters in an area that is related to the component/programme objectives, with a focus on a relevant field; •    10 years’ of professional experience, with at least 5 years’ professional experience in a comparable position;
