Ref: LP003-294 Tangent International is seeking an experienced Networks and IT Strategic Procurement Manager for a fantastic permanent opportunity for my client a lucrative operator based in the Middle East. Job Purpose Procurement and subsequent overall contract management of Network and IT Vendors including pre-qualification, management of the tendering process, award of contract (s) and subsequent contract management of the Vendors. Main Tasks & Responsibilities •Day to Day Contract Management of the Network vendors including negotiation of Change Orders/SOW’s •Management and co-ordination and Production of pre-qualification and tender documents for Civil Works Contractors, future minor civil works including internal sites, power, lease lines, fibre optic, switch build vendors, etc, transmission equipment, towers and shelters. •Procurement and contract management of IT vendors (billing, etc) and Consultants •Co-ordinates relevant information from internal departments, i.e. Technical Specifications, Test and Acceptance Criteria, etc. •Reviews tender documentation for completeness and issue to Vendors •Tracks tender documents, i.e. when they are returned ensure that copies are issued to the relevant departments and track their progress through those departments. •Reviews and evaluate the commercial aspect of the tender responses •Arranges interdepartmental review of Vendors •Negotiates with the tenderers •Recommendation and presentation of reviews to Senior Management •Production and Negotiation of Contracts •Manages the Commercial aspects of the service as defined in the contract •Advises the Project Management team on remedy’s within the contract if poor performance is encountered •Involvement in assessment, review and negotiation of any additional costs requested by the Vendors •Reviews of any changes in internal/external procedures/processes to ensure compliance with the agreed contract •Risk management if the above are not in accordance with the Contract. •Provides problem management for the Commercial element of the contract •Provides change management for the Commercial element of the contract •Conducts regular review meetings with the Vendors •Develop, manage and maintain commercial relationships with the Vendor to ensure that they meet the companies objectives w.r.t. time, quality and cost. •If required escalates issues regarding the contracts including all relevant information. •Manages the production of regular communications •Applies financial control in line with management objectives •Ensures that initial placement of Contracts is under budget Background Knowledge & Experience. •Diploma/Degree in Purchasing/Finance •A degree in Purchasing or Member of Purchasing Institute is a plus. •Ability to demonstrate understanding of procurement and contract management in a telecoms environment Special Skills/Attributes •8 years experience of managing multiple contracts •8 years experience of the tendering process •Planning and managing procurement activities •Taking responsibility for decisions, seeking advice where appropriate •Writing and negotiating contracts with Vendors •Experience of Procurement •Experience of Contract Management •Technical awareness •Analysis and problem solving •Excellent negotiation skills •Experience of dealing with legal advisors •Excellent report writing, English •Good communicator •Strong computer skills, MS package, email, internet •Strong team player with good interpersonal skills We are recognised leaders in international recruitment.
