Position Title: Local Safety Officer (LSO) Aden
Reporting to: Program Manager (PM) and Deputy Regional Safety Advisor (DRSA)

Pay Grade: In accordance with the DRC salary scale Introduction DRC has been providing relief and development services in Yemen since 2008. Using a rights-based approach, DRC has mainly focused on refugees and migrants displaced by conflict and natural disasters. Programs include protection, livelihoods, and food and NFI distribution, amongst others. DRC has offices in Sana’a and Aden and four sub-offices along the southern coast of Yemen. Programming has recently expanded into new areas of Abyan Governorate in 2013. Purpose The LSO’s responsibility is to monitor the overall safety situation, track staff movements in Aden, enforce safety regulations, and provide sound and timely advice to DRC/DDG staff and management in order to support the secure and efficient delivery of program activities in Yemen.
KEY RESPONSIBILITIES
• Assist with the implementation of regional safety policies, safety rules, and standard operating procedures (SOPs) related to the safe implementation of program activities;
• Track access and operations and monitoring of staff field movements;
• Act as the local contact for safety coordination and information sharing between the relevant actors within all DRC / DDG areas of operations;
• Collect, verify, analyze, and submit timely and regular reports on issues that affect, or may affect, DRC/DDG operations;
• Monitor the evolving situation in the area of DRC/DDG operations in coordination with other actors as per regional, country, and program guidelines;
• Establish a network of contacts and represent DRC/DDG at security meetings, including active participation in ISAO meetings;
• Provide operational safety briefings and orientation to all new and visiting staff;
• Assist in training on safety procedures, security awareness, access and counter-surveillance, mission planning, and fire safety (as required) for program staff;
• Assist in the management of safety incidents and crises, provide timely and accurate incident reports and analysis, including analysis of organizational lessons learned;
• Monitoring and supervision (as required) of security guards, watchmen, and drivers;
• Supervise the implementation of physical and asset protection protocols and regulations;
• Ensure that appropriate access controls are in place for all DRC/DDG facilities;
• Assist in regular Security Risk Assessments (SRAs), including regular review of Safety Level Systems (SLS) and Minimum Operating Safety Standards (MOSS) as per DRC/DDG policy;
• Advise, assist, and control the procurement and issue of safety equipment;
• Track safety-related incidents and developments and provide trend/pattern analysis;
• Conduct regular field site assessments and advise on mitigation measures;
• Request and obtain travel permits for expat staff travelling to field locations;
• Carry out other activities as requested by the Program Manager or Deputy Regional Safety Advisor.
REPORTING ARRANGEMENTS With regards to safety policy, DRC has a dual-line reporting structure. The LSO will report to the Program Manager and, for technical and information matters and tasking, to the Deputy Regional Security Advisor. The dual reporting structure is designed to eliminate any delays and to promote transparency in the reporting process. The LSO is also expected to coordinate closely with the Heads of Office for both DRC and DDG in Aden, and with existing Safety Focal Points. WEEKLY DELIVERABLES: 1. Confirm that all new staff and visitors have received both a written and verbal Safety Briefing, and that all visitor movements are tracked.
2. Confirm that all planned staff movements are indicated on the Movement Boards (international departures/arrivals, leave dates, etc.) and that all field movements are pre-approved, tracked (via regular phone check-ins), and followed up with a post-trip briefing.
3. Submit log of all advisories sent out to staff and/or management, including SMS alerts, phone alerts, and email alerts. All phone and SMS alerts should be followed up by an email with relevant information, analysis of how the incident impacts DRC/DDG activities, and recommended actions to be taken. All emails must first be approved by the PM.
4. Check Vehicles for compliance with Local Safety Rules: first aid kit, spare tire, tool kit, seat belts, and good tires.
5. Confirm that DRC drivers are checking the condition of their vehicles daily, before travel.
6. Inspect the entire DRC compound for any problems (perimeter lights, walls, generator, spare fuel, trash, fire extinguishers, smoke detectors, etc.) and received verbal confirmation of compound checks from field managers at all South field offices.
7. Check on guards (are they performing their duties, on time, log books filled, etc.) and confirm guard performance in field locations.
8. Check that First Aid kits are fully equipped and in good condition (in vehicles, staff house, offices).
9. Liaise with ISAO’s Aden office and, if necessary, other Aden and South Yemen safety contacts.
10. Receive weekly update from all DRC field offices and complete Safety Situation Report and email to Program Manager & DRSA.
Essential Qualifications and skills for the position
• Master’s degree in the relevant field;
• Minimum of 3-4 years’ experience working for International organizations in the required field;
• Knowledge and experience regarding the HAF (Humanitarian Accountability Framework) see a line below;
• Ability to work in a structured manner, with a limited oversight and independently;
• Demonstrable experience of developing monitoring and implementation tools;
• Experience providing training and support to project staff;
• Excellent analytical skills;
• Excellent negotiation and communication skills, including a supportive working style;
• Native Arabic with good professional English, both written and spoken;

• The proposed employment conditions are based on DRC policy and Yemeni labour law;
• The selected candidate shall perform his/her duties in compliance with the DRC Code of Conduct and procedures at all times;
• One year contract with 3 months as a probation period.
