The Livelihoods Assistant will be responsible for supporting the implementation of livelihoods activities targeting migrants and host community members in Aden and the surrounding districts. The key responsibilities of the Livelihoods Assistant will include but not limited to supporting the development of market assessments and beneficiary selection criteria, facilitating the organisation of vocational training programmes and cash or vouchers for work activities. S/he will be expected to establish and maintain close relationships with local government authorities, community representatives, and staff working on DRC’s other projects working in the area. The Livelihoods Assistant will be required to support the implementation of monitoring and evaluation activities, and to facilitate the inclusion of Humanitarian Accountability Partnership (HAP) processes in all activities. In addition the Livelihoods Assistant will require sensitivity to protection issues, and an understanding of how to work with marginalised or vulnerable groups.  The position will report to the Livelihoods Coordinator and will be based in Aden.  Key Responsibilities •    Oversee the regular and accurate compilation of data, including beneficiary and distribution details and input accountability information •    Support the implementation of market assessments, baseline assessments and other data collection tasks •    Act as a liaison between local government authorities, community leaders, beneficiaries and project management staff to facilitate the smooth implementation of the project with external representation duties as necessary •    Actively participate in the monitoring and evaluation activities with  primary responsibility for data gathering during the monitoring, evaluation and impact assessment exercises •    Facilitate the implementation of vocational training programs, cash for work/vouchers for work projects and life skills classes •    Coordinate with staff working on DRC’s other projects in the target locations to ensure that individuals requiring additional support receive appropriate referrals •    Support identified target groups in development of business and operational plans, and provide support for their implementation as necessary •    Support the development of a capacity building plan for national programme staff  •    Facilitate provision of specific trainings on business management, book keeping, marketing and other aspects as identified for the target groups •    Monitor integration of protection issues and cross cutting issues (gender, HIV/AIDS etc) in all livelihood activities •    Other duties as assigned by his/her immediate supervisor Required Qualifications and Skills •    University degree or higher •    Minimum of two years of INGO experience •    Knowledge and experience regarding livelihoods activities •    Experience collecting, compiling and reviewing data •    Excellent coordination and communication skills •    Native Arabic speaker with good English, both written and spoken •    Amharic, Oromiffya and/or Tigrinya an advantage Application Process: Interested and qualified candidates should send their application letter along with a detailed CV to [email protected] by 27th February 2014.  Please note: You must clearly mention “Livelihoods Assistant” in the “Subject” line of the email. •    Your application letter should clearly describe your key relevant qualifications and your motivation for applying to this position. •    Only shortlisted candidates will be contacted for interviews. •    Female candidates are strongly encouraged to apply  The proposed employment conditions are based on DRC policy and Yemeni labour law.
