Global Communities Yemen, EASE Program Program Officer (Aden/Lahj)   Program Background: Under the EASE program, Global Communities’ overarching goal is to meet the early recovery needs of conflict-affected populations through a holistic approach to rebuilding productive livelihoods and improving WASH outcomes. Over an approximate 11 month period of implementation, the program will reach an estimated 64,358 beneficiaries in 5 governorates, namely Abyan, Aden, Lahj, Taiz and Ibb.  The program design aims to achieve the following three objectives:     •    Objective 1—Improve household livelihood and food security by restocking  livestock assets and promoting improved food production techniques  •    Objective 2—Provide durable employment opportunities for vulnerable households through vocational training •    Objective 3—Increase access to adequate potable water supply and improve awareness of good hygiene practices   Job Description: •    Oversee and supervise Community Mobilizers’ work, including but not limited to beneficiary selection, local council interactions, community interactions, and activity implementation.  •    Support the Hygiene Specialist with assistance in planning and implementing the WASH sector program activities.  •    As determined, identify and coordinate community participation opportunities. •    Complete and, when necessary, collect M&E forms related to different activities.  •    Prepare weekly reports, to be submitted to the Deputy Program Director. •    Carry-out program messaging – communication of program activities to community and local government officials (as needed). •    Coordinate activities with community, format the community committee and local government officials, as well as other INGOs & LNGIOs (under the direction of the Deputy Program Director). •    Coordinate Community Mobilizers needs with  GC procurement, logistics and finance / accounting teams •    As required, periodically  meet (frequency to be determined) with GC senior program management to present and discuss updates on works progress and related issues   •    Perform other duties, as needed or requested.   Qualifications •    Previous assignments in related construction – project management or engineering  •    Ability to understand and interpret engineering drawings and bill of quantities. •    Good organizational skills and the ability to prioritize and deliver tasks / activities on time.  •    Good understanding of water supply, related conservation issues and WASH (water and sanitation health) issues   •    Ability and willingness to undertake required travel throughout Yemen; work and live in often difficult conditions for extended periods of time  •    Ability to maintain performance expectations in stressful environment and physical hardship conditions •    Ability to work in a flexible and respectful manner as a team player while interacting responsively and tactfully with all project partners and colleagues •    previous experience working  with an international non-governmental organization (NGO) preferred  •    Good-excellent interpersonal and communication skills with an ability to work in close collaboration with various clients and partners.   Education and Experience:   Bachelor’s degree in relevant field, minimum one year relevant experience, very good organizational and communication skills, and team work oriented, basic English language skills. Language Skills:   Fluency in written and verbal Arabic is required.
