Oxfam, an international NGO working in Yemen since 1983. Oxfam announces the following vacancy for its programme Safety & Security Officer – (1 position)                Contract Duration: Two Years   Main Responsibilities :- Analysis •    Support the development and maintenance of a comprehensive context analysis and risk assessment. •    Maintain contacts with all relevant stakeholders to develop a network and build relationships with key actors to ensure gathering of reliable security information. •    Undertake regular and ad hoc security assessment missions as requested, in order to gather information and to analyse the overall security situation in existing and potential areas of intervention. Security system  •    Maintain the security management system which includes a security management strategy (including detailed acceptance strategy) and plan and which allows for the continuous updating of security measures. The plan is to include security protocols. •    Advise and support the Country Director and management team with regard to implementing the security management system.  •    Ensure the security management system is in line with existing Oxfam security policy, protocol and approach. •    Support the Country Director and other senior staff to manage security incidents. •    Provide guidance and support to Security Focal Points •    PProvide crisis management support to senior management for incident response, reporting and analysis. •    Ensure that the supporting departments (HR, Administration and Logistics) have in place an appropriate system to facilitate good security management. •    Establish and maintain security communications trees in Sana’a and support development and maintenance of trees in all field locations. •    development and review of country level security management systems with support to field offices to ensure area specific procedures are in place Security awareness  •    Support country management staff in identifying the security learning and development needs of staff, delivering training if needed or appropriate •    Deliver appropriate briefing to staff and visitors as requested. •    Ensure that the Welcome Pack is updated regularly and contains relevant security information. •    Ensure that an appropriate system is in place to provide security information to travellers in advance of their departure. •    Build the capacity of the security focal points      External: •    With local stakeholders such as government, (I) NGO’s, ISAO, UN, partners, communities to share and exchange information. •    To represent Oxfam GB in security meetings as delegated by the Security Advisor Internal: •    With Security Focal Points and other relevant staff in order to ensure that security management system complements the programme and advocacy activities and vice versa. •    With the relevant support staff to ensure that all logistical, financial, IT, HR and administrative elements of the security management system are implemented •    Manage security communications tree and daily text checking. Skills and Competencies Required for this Role  •    Substantial field experience in safety and security management in complex environments with NGOs  (relief or development)  or private sector   •    Ability to advise and support local, national and international field staff in a consultative manner. •    Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.
