Duration Until March 2014- Renewable upon extension from donor. PURPOSE OF DIVISION: The overall aim of our humanitarian response is to ensure enhanced access to effective and dignified humanitarian assistance in emergencies and assist to have increased resilience to disasters by the vulnerable and marginalized in particular, children, women and men.
The Emergency Division closely works with country programme team in identifying, planning, implementing, monitoring and evaluating humanitarian projects and programmes in collaboration with local, national and international partners. JOB PURPOSE: Under the guidance of the Project Coordinator, distribution officer is mainly responsible for implementing the food assistance to the Internal Displaced persons (IDPs) in Sana’a and Amran governorates.
KEY WORKING RELATIONSHIPS
• To cooperate with IRY partners (Executive Unit and WFP) while being on field visit SCOPE AND AUTHORITY Scope of the Role:
Reporting to the Project Coordinator, the distribution officer has the responsibility to manage all project activities in the field including: carrying out the duty of food distribution including receiving food commodities, supervising the distribution team and conducting stock inventory. He/she may be asked to represent IRY in related meeting. He/she is consequently required to behave in a respectful and professional way. This includes credibility, accountability and accuracy concerning receipt of Food Items, distribution mechanisms & compiling quantitative distribution reports. KEY ACCOUNTABILITIES The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff. This includes but not limited to: 1.Humanitarian intervention: Share in the preparation and implementation of the humanitarian interventions in Yemen by IRY: a. Implementation of food distribution
b. Planning commodity requirements for project activities
c. Supervise secondary transportation if necessary
d. If appointed by the project coordinator, he/she should attend related meetings
with WFP, NGOs, UN,governmental authorities, etc.
e. Contribute positively to IR emergency response activities in Yemen.
f. Any other duties assigned by the supervisor/management. 2. Operations: Manage day-to-day acvities: a. Receipt of food commodities at FDPs
b. Lead distribution process at designated centers if required.
c. Compile quantities/accurate distribution reports on daily basis. 3. Monitoring: Implement Monitoring, Evaluation, Learning & Knowledge Management standards (MELK)
a. Conduct field assessment & case studies.
4.Reporting: Provide timely and high quality narrative and quantitative reports to line-manager: a. Providing daily reports in regard to the daily received and distributed quantities in the FDP.
b. Providing monthly reports of Food assistance cycle PERSON SPECIFICATION
ESSENTIAL Experience 1. Two years of experience of working for a humanitarian aid organization.
2.Knowledge of stock inventory and warehouse controlling Skills
• Flexibility and can work under minimum supervision.
• Sympathetic with aims 6t objectives of Islamic Relief; empathy with and understanding of the basic
teachings and values of Islam.
• Sensitivity to cultural differences, and the ability to work in Yemen cultural context.
• Pay attention to details
• Familiarity and adherence to the NGO/Red Cross Code of Conduct, the People in Aid Code, and other regulatory codes.
• Hard worker and can work well under pressure.
• Energetic and able to operate in situations which may be arduous.
• Excellent Team work skills and the ability to build good relations both internally and externally.
• Good language skills in Arabic and English. Qualifications • University degree in developmental studies, Social Science, or related field.
