Save the Children in Yemen is looking for eligible candidates for the position of: WASH Officer - Based in Lahj Role Purpose: The WASH Project Officer is responsible for planning and implementation of all WASH activities in Lahj and related project sites. Responsibilities shall include but not limited to: developing monthly plans based on the master plan, ensuring the implementation of all activities to achieve expected results, staff supervision and mentoring, reporting and data collection, identification of unmet needs and participation in the office coordination team. The WASH Project Officer will ensure that project activities are consistent with Save the Children’s programming principles and approaches, draw on relevant best practices and lessons learned, enable children to attain their rights and are compliant with donor regulations. As part of SC’s dual mandate, the WASH Officer will participate in emergency preparedness activities and be ready to respond in the event of an emergency, as required.
Key Areas of Accountability: Programme planning and Implementation:
• With support from the WASH Advisor and area manager, develop, implement and monitor monthly activity plans to achieve expected results. This includes planning of activities, budgets and procurement.
• Ensure that all planned activities are implemented on time, to quality measures and within budget as per the monthly plan. Where challenges arise, ensure that these are flagged early, communicated to the field office or Area manager and addressed in an appropriate way.
• Technically lead field based project activities especially hygiene promotion trainings and ensure that they are being implemented within SC’s and international quality standards
• Coordinate across different program activities to ensure that they are synchronized in a logical order.
• Initiate and follow-up the preparation of procurement and administrative documents required for program implementation.
• Adapt training manuals to specific local context both at community and institutional levels; including identification of key hygiene promotion activities as per the context.
• Participate in conducting assessments both initial and detail assessments
• Lead the detail assessment for rehabilitation works followed by development of BOQs
• Coordinate rehabilitation works in institutions and communities including design and supervision of small work contracts ensuring that they are completed in time and within budget.
• Supervise contractors to ensure work is completed as per the specification and safety standards, is within budget and is signed off by the appropriate authority in timely manner.
• With support from the WASH Advisor, support fundraising for project area through contributing to the development of concept notes and proposals.
• Implement projects as set out in WASH project planning documents, flagging up both successes and risks to the line manager in a timely manner.
• Prepare WASH and donor reports regarding project activities on weekly, monthly and quarterly basis.
• Support the technical staff and carry out training for identified WASH programme learning needs.
• Identify project supplies needs and coordinate with the logistics team to ensure materials arrive in good time.
• Carry out monitoring and evaluation of project activities as agreed in a monitoring and evaluation framework, while ensuring collection of data in timely manner.
• Ensure that projects are carried out with participation from all relevant stakeholders, including disaster affected children and their families.
• Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct. Representation & Advocacy & Organisational Learning:
• Participate in Interagency Coordination forums at field office level, sharing information from Save the Children programmes.
• In collaboration with the health and nutrition officer, participate in learning, experiences and evidence to relevant global advocacy objectives. Others:
• Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
• Be responsible for the security of WASH staff under your supervision. Ensure that the security, health and well being of staff are ensured and staff management and other processes and policies and systems reflect SCI’s principles and values.
• Perform such other responsibilities as agreed with your line management.
Requirements: • Education to BSc/BA/BEng level in Public Health, Water Engineering, or a related subject, or equivalent field experience
• Minimum 4 years of working experience, of which 2 years of working in WASH-related humanitarian programmes
• Previous experience of working effectively as part of a WASH project team
• Commitment to working through systems of community participation and accountability
• Knowledge of monitoring and evaluation
• Commitment to capacity building and developing others
• Ability to write clear and well-argued assessment and project reports
• Excellent communication skills
• Strong influencing skills
• Politically and culturally sensitive with qualities of patience, tact and diplomacy
• A high level of written and spoken English and Arabic
• The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
• Commitment to the aims and principles of SCI. In particular, a good understanding of the SCI mandate and child focus and an ability to ensure this continues to underpin our support
• Oral and written Language skills in English Desirable:
• Experience or knowledge of working and living in relevant regions/contexts
• Humanitarian programming experience. Application Process:
