The Palestine Liberation Organization for the benefit of the Palestinian Authority has received a financing in the amount of US$ 6.5 million from the World Bank toward the cost of the Education - to - Work Transition Project, and it intends to apply part of the proceeds to payments for consultants’ services to be procured under this project. The project seeks to improve education to work transition of young Palestinians attending participating Tertiary Education Institutions (TEIs) through: (i) fostering partnerships between TEIs and employers in order to make TEIs› study programs more relevant to the needs of the labor market; and (ii) enhancing the capacity of the MoEHE and TEIs to collect, analyze and disseminate data collected through the TEIs› graduate tracking system to monitor the outcomes of TEIs› study programs, and to inform education policy formulation and implementation. MoEHE intends to apply part of the proceeds for the following individual consultants’ services: Position # 1: QIF Technical Staff, Time Based contract for one year with a possibility of extension. Main Tasks, Responsibilities & Scope of Work: 1-Be available to tertiary institutions as they develop proposals and undergo the application process; 2-Help in developing a process for the receipt and review QIF applications 3-Receive and deal with appeals from institutions whose proposals are rejected. 4-Monitor progress implementation of grants once they have been granted to institutions. 5-Monitoring grant implementation, and assist in the preparation of progress reports to be presented to the World Bank every quarter. 6-Keeping track of incoming and outgoing correspondence, communications, scheduling appointments and documenting minutes of meeting; Essential Required Qualifications, Skills, knowledge and Competencies The Consultant shall possess the following minimum qualifications: 1-B.Sc. degree in Business, Project management and or engineering Sciences, Master degree is an advantage ; 2-At least 6 years of relevant experience of project monitoring, preferably in the context of higher education; 3-Demonstrated knowledge of higher education issues and priorities is an advantage 4-Has skills in communications, writing and / or evaluating proposals, office and computations; 5-Has self-initiative, is dynamic and facility to conduct frequent site visits to HEIs, hardworking, works well in teams; The Ministry of Education & Higher Education now invites eligible individual consultants to indicate their interest in providing services related to any of the two positions mentioned above. Interested consultants must provide information indicating that they are qualified to perform the services (Cover letter indicating which of the above positions they are interested in, CV including description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.). Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, January 2011.
