Job Description Position:                 Senior Logistics Officer Reports to:     Head of Office, Taiz with technical support from the Logistics Manager. Staff directly reporting to this post:     Procurement Officer, Warehouse Officer and Logistics Officer. Location:                 Taiz, with travel to field sites About International Medical Corps International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.  Context and Background  International Medical Corps is implementing a Health, Nutrition and WASH program in Yemen. Primary Responsibilities of this position The Junior Logistics Manager works under the supervision and guidance of the Logistics Manager and the Head of Office in Taiz. Specific Job Duties 1.    Supervision: A.    Follow-up and set work plan with the Procurement Officer, Warehouse Officer and Logistics Officer to ensure that the tasks are conducted on time. B.    Conduct regular meetings with the team to review progress of tasks listed for each officer and set a work plan based the program activities. C.    Coordinate with the program team to discuss the planned activities. 2.    Reporting: A.    At the end of each week, the Senior Logistics Officer will email the up-to-date Procurement Tracking Sheet to the Logistics Manager B.    At the end of each month, provide the logistics manager with an updated Supplier registration form. 3.    Procurement process: a.    Personally see the procurement procedure is implemented correctly.  A copy of IMC’s procurement guidelines is available from the logistics manager.  b.    Daily procurement procedures are consistently implemented – the Finance Director will have the most recent version of IMC procurement policy or donor specific requirements. c.    Check and ensure that the bid summaries, comparison sheets, waivers and purchase orders are filled out properly.   d.    Ensure that the signatures as per the proper procurement procedure. e.    Ensure that the procurement is completed in the best possible timeframe.  Apply economies of scale where possible.  f.    Any other staff will need clearance from the Logistics Manager prior to conducting their own procurements.  g.    Tracking for Taiz contracts; prepare and renew contracts for suppliers. h.    Complete procurement documentation. i.    Provide details of rentals in Monthly Vehicle report. j.    Liaise with Warehouse Officer who prepares Waybill & Packing Slips 4.    Inventory Management Follow-up with the Warehouse Officer on: i.    Update stock cards daily - no goods should be received or issued without signature. ii.    Keep the warehouse neat, clean, & organized. Pallets are used & commodities are separated. iii.    Monthly stock reports on Excel database. a.    Assets i.    Update the asset list throughout the month and submit the final version to the Logistics Manager for verification. ii.    Support the Logistics Manager in resolving discrepancies on the asset list. iii.    At the end of each quarter do physical asset verification, sign the asset list. b.    Goods in Kind (GIK) i.    Ensure each GIK is marked & separated from other commodities. ii.    GIK is treated with the same inventor rules as other commodities and Pharmaceutical requirements. iii.    See that GIK reports are provided by the end of each month. 5.    Coordination with other Departments a.    Maintain a close relationship with field Sites and program departments to ensure logistics provide optimal support to IMC country objective. b.    See that communication is smooth and efficient at all levels. c.    Foster a close working relationship with Finance Department.  6.    Documentation  Ensure the logistics operations are documented in a well-organized filing system, using number system provided to you. Original contract and procurement documents are passed onto Finance Department, keep scanned copies. 1.    Policy: Please follow the IMC logistics policy and procedures guidelines, and ensure they are implemented in your office 2.    Maintenance: See that IMC premises are well maintained, and that the facilities are in good condition.  Prepare PRs for maintenance to be done if necessary.  3.    Safety and Security: As far as possible, the warehouse officer should take sufficient measures to adhere to the following at their duty station: a.    See that staff and casual labor are not exposed to safety hazards, and are provided the correct safety equipment b.    See that no IMC equipment or materials are exposed to unnecessary risk of theft, fire rain, dust, etc. c.    Immediately report any violations you become aware on the above to the Logistics Manager or Senior Management in their absence.
