Save the Children in Yemen is looking for eligible candidates for the positions of: Livelihoods Officer Based in (Lahj). ROLE PURPOSE: The Livelihoods Project Officer will provide appropriate and essential technical leadership in the planning, implementation, monitoring and evaluation of the livelihood recovery interventions. KEY AREAS OF ACCOUNTABILITY: Activity Implementation
• Provide leadership in designing, implementing and monitoring sound recovery livelihood project activities as per the agreed project documents and workplan including income-generating activities and the provision of assets, cash and inputs;
• Contribute to building the technical capacity of SCI project staff, government counterparts and community volunteers in the area of livelihood support and food security;
• Provide technical support and guidance through field visits to the project sites in the areas of livelihood support.
• Ensure that livelihood project activities are technically sound and are aligned with donor and Save the Children’s Principles;
• Comply with all relevant plan and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies.
• Support local community facilitators in community-focused work ensuring a participatory approach.
• Build upon the results of value chain analysis and market assessments, to determine with communities what type of livelihoods strategies is feasible and what key assets should be distributed, and where more in-depth training should be carried out.
• Ensure that distribution items and training topics are developed in consultation with communities and ensure that project activities have considered the needs of children, women, vulnerable groups, and the environment.
• Prepare weekly, monthly and quarterly plans for livelihoods programs and maintain adequate documentation of the training activities
• Work with the relevant government ministries to identify Master Trainers and monitor their performance/pay incentives.
• As required, provide trainings directly to community members on identified livelihoods activities using learner-centred training methodologies to influence knowledge, attitudes, and practices.
• Support information and awareness raising relevant topics through campaigns and public information
• Follow-up with Logistics to ensure the timely procurement and transparent and safe distribution of inputs.
• Assist in forming farmer groups and providing trainings on key extension topics.
• Ensuring attendance, project monitoring, and progress reports are completed throughout trainings. Community Mobilization
• Sensitize local authorities and communities to the project’s objectives and activities
• Review and develop beneficiary selection criteria with government, local authorities, and community members to identify potential beneficiaries from target districts. Coordination
• Coordinate activities and consult with appropriate local government officials to enhance implementation and impact of livelihood activities as well as ensure compliance with Government’s requirements;
• Coordinate with other project officers to ensure that the different components of the project complement one another for greater impact.
• Support the integration and communication with other sectors: WASH, IYCF, Health & Nutrition activities.
• Participate in Field Office meetings with management and other departments, as required.
• Participate in governorate level technical coordination meetings where necessary. Monitoring and Evaluation
• Work with the FSL Database Assistant to ensure a project progress database is complete and updated.
• Assist the M&E team in creating appropriate monitoring tools for project impact, quality, and measurement of IPTT indicator tracking. Focus on quality control checks for each project type.
• Conduct regular feedback sessions with the M&E Officer and Accountability Assistants to ensure that all findings are addressed and adjustments made to the project throughout implementation.
• Carry out regular implementation monitoring and submit relevant reports to the Programme Officer.
Reporting
• Contribute to the preparation of project reports in the area of livelihood activities in a timely manner;
• Compile and write weekly and monthly progress reports (narrative and data) in English. QUALIFICATIONS AND EXPERIENCE
Bachelor of arts in Sociology, Agricultural Economics, Development Studies, Rural Development or other related fields;
Experience:
• A minimum of two years’ experience in livelihood recovery/humanitarian programmes;
• Experience in innovative livelihood approaches and analysis (Sustainable Livelihoods Framework);
• Experience in emergency operations and recovery projects;
• Experience in carrying out vulnerability assessments using participatory tools;
• Experience in working in livelihood recovery/emergency situations in Lahaj and Taiz (an advantage)
• Experience in organizing and conducting skills trainings on livelihoods development and business skills, market, and vocational trainings.
• Experience implementing livelihoods development projects such as restocking, small scale irrigation, beekeeping, agriculture, trading and other skills-based activities.
• Minimum of one year of relevant experience working with International NGOs.
• Experience using participatory approaches such as Participatory Rural Appraisal
• Strong ability to communicate and interact with rural communities;
• Knowledge of the areas of intervention (Taiz or Lahj) and livelihoods strategies in the two governorates.
• Ability and willingness to travel extensively to the field, under sometimes difficult and insecure circumstances.
• Ability to organize time and manage multiple activities at one time, and analyse information from many sources.
• Experience supervising others and managing their performance.
• Experience writing and compiling narrative and analytical reports in English.
• Communication skills to operate with a multinational and multilingual team
• Computer skills: Microsoft Word, Excel, and PowerPoint
