Palestinian Olive Oil Council (POOC) Bethlehem University Institute for Community Partnership (ICP) Fair Trade Development Center (FTDC) TOR for Policy and Advocacy Officer for the Palestinian Olive Oil council I-Background and rational for consultancy The Fair Trade Development Center (FTDC) of the Institute for Community Partnership of Bethlehem University, Applied Research Institute Jerusalem (ARIJ), The Economic and Social Development Center of Palestine (ESDC), Business Women Forum (BWF) and Oxfam GB are currently implementing an SDC funded project entitled ‘From the Grove to the Market’. The project aims at enabling small and medium scale olive farmers from vulnerable and poor households in the West Bank to improve quantity and quality of their olive oil and have fair and equitable access to commercial markets within a conducive institutional and policy environment, resulting in increased food and income security and greater resilience to, and ability to respond to, shocks and disasters. Within the context of this project the partners are seeking to empower olive farmers’ representative bodies; the Palestinian Farmers Union and the farmers’ and the Olive oil Cooperatives Union. The project team are interested to hire Advocacy and policy expert to be stationed at the Palestinian Olive Oil Council (POOC). II-Objectives of the consultancy The objective of hiring the Policy and Advocacy officer is to assist POOC to establish its image as the main representatives of the olive oil sector in Palestine in addition to equip POOC with the necessary tools to better represent the interests of the olive sector in Palestine. III-Tasks and Duties The Policy and Advocacy officer shall be responsible to carry out the following: -Design with the assistance of OXFAM’s advocacy officer the advocacy, lobbying and policy plan for POOC. -Design the appropriate communication channels between POOC and member in addition to the different stakeholders of the olive oil value chain -Survey the legal environment and the stakeholders of the olive sector and identify the areas where advocacy and lobbying efforts should be invested -Coordinate with other olive representative bodies, PACU and PFU, for joint activities -Design educational and informative materials that enhance the image of POOC as one of the main representatives of the olive oil sector; -Design with the assistance of the advocacy and media officers in OXFAM a promotional campaign that aim at establishing the image of POOC as a main representative of the olive oil sector -Maintain good relations and open channels of communications between POOC and its member cooperatives -To identify concrete policy recommendations to improve governance/performance of the Palestinian olive oil sector and POOC. -.members of POOC. -To advise on the legal procedures to be followed to pass new laws, policies and procedures. The expert shall also recommend the areas within the legal environment where advocacy campaigns can influence in addition to the themes and tools best used for the advocacy campaigns. -To plan, organize, and implement technical activities with relation to the olive and olive oil sector. -To follow up on POOC networking on the local and external levels within the framework of mandate of the POOC. IV. Special Terms -The advocacy and policy officer will be stationed in POOC and will report to the Board of Directors of POOC. Nevertheless, the policy and advocacy officer shall be required to report to the FTDC’s project manager. -The project documents mainly the project proposal shall be the reference for the policy and advocacy officer and he/she shall prepare plans in light of the project documents, as well as the Board’s decisions. -The programs financial responsibility is limited to the resources assigned for this , purpose in the SDC project budge. V-Qualifications -Candidates should demonstrate a capacity English language (other foreign languages are plus), a strong commitment to energetic and innovative interpersonal relations, and have completed at least a Bachelor degree in related field.
