International Organization for MigrationJob: Shelter and Non-food Item (NFI) Cluster Coordinator Location: South Sudan Shelter and Non-food Item (NFI) Cluster Coordinator Job from International Organization for Migration — Closing date: 19 Dec 2013 Context: Under the overall guidance and supervision of the Chief of Mission, and the direct supervision of the Operations Coordinator, the successful candidate will be in charge of coordinating the Shelter and NFI cluster, led by IOM in South Sudan. In particular s/he will concentrate on the following functions: § Coordinate the Shelter and NFI cluster at country level § Manage the South Sudanese Shelter and NFI Core Pipeline § Manage IOM NFI project Core Functions/ Responsibilities: Coordinate the Shelter and NFI cluster § Convene and Chair monthly Shelter and NFI Cluster Coordination Meetings. § Prepare and disseminate of the Shelter and NFI cluster Monthly Updates. § Draft and revise when necessary Shelter and NFI specific documents; strategies, guidelines, cluster's terms of reference. § Provide timely cluster analysis, leading to a joint identification of gaps and development of cluster-specific response strategies; ensure that cluster strategies are adequately reflected in overall country strategies such as the Common Humanitarian Action Plan (CHAP). § Act as an honest broker and provide leadership and strategic direction to cluster partners in submitting project proposals for inclusion in Consolidated Appeals, Flash Appeals, CERF requests and other inter-agency funding appeals; ensure that agreed cluster strategies/priorities are adequately reflected in appeal documents; advocate on behalf of the cluster for donors to fund priority sector activities, while at the same time encouraging cluster partners to mobilize resources for their activities through their usual channels. § Identify, support and coordinate a network of Shelter and NFI focal points across all 10 states of South Sudan, to enable effective and coordinated field-level strategy, emergency preparedness and response. § Ensure to the extent possible that cluster partners use common standards and tools for information and data management, including in needs assessments and monitoring. § In consultation with cluster partners, plan and participate in inter-agency needs assessments as required. Coordinate Shelter and NFI distributions with cluster partners as well as with other clusters involve in responding to the needs. § Actively participate in the Inter Sector Working Group to ensure adequate consideration of the Shelter and NFI needs, and the coordination with other clusters with regards to the humanitarian strategy and response in South Sudan. § Plan, coordinate and deliver training/capacity building opportunities to Shelter and NFI cluster partners, with a view to improving quality and efficiency of Shelter and NFI distributions across all 10 states, including support efforts to strengthen the capacity of the national authorities and civil society. § Ensure adequate reporting and information sharing, both within the cluster and with other clusters and OCHA. Collect 4W (Who/What/When/Where) information from partners and provide information to relevant inter-agency coordination body so it can be processed and redistributed at the cluster level and to other stakeholders; ensure that updated and relevant cluster-specific information is included in general reports, common web platforms; OCHA Situation Reports, OCHA Humanitarian Dashboard, etc. Shelter and NFI Core Pipeline Management § Ensure that the Core pipeline is constantly supplied according to the needs and the caseload pre-identified in the cluster strategy. § Secure and expand a network of warehouses across South Sudan to support the adequate prepositioning of Shelter and NFI items. § Facilitate the dispatch process of NFIs from IOM NFI stocks (common stock) according to IOM and Cluster defined procedures/priorities and criteria; this includes processing Action Requests, entering and maintaining stock information in the database, approval/rejection and prioritization. § Maintain close working relationships with partners that are storing common stocks of NFIs in order to ensure that implementing partners understand processes and provide accurate stock reports. § Prepare and disseminate the monthly/annual pipeline report. Project Management: Emergency Operations, NFI/ES § Ensure overall direction, coordination, implementation, control and completion of Shelter and NFI projects, ensuring consistency with IOM strategy. § Supervise all Shelter and NFI project staff. Ensure timely and effective implementation of the project activities. § Provide overall technical direction and managerial oversight to IOM's mobile response team. § Manage the shelter and NFI budgets under the guidance of the Operations Coordinator. § Prepare periodic reports for the donors as required and Assist in the development of new project documents. § Undertake duty travel relating to project activities as required. Perform such other duties as may be assigned. Technical a) delivers on set objectives in hardship situations; b) effectively coordinates actions with other implementing partners; c) woks effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country or regional objectives. Emergency and Crisis a) works effectively in high-pressure, rapidly changing environments; b) coordinates actions with emergency response actors and making use of coordination structures; c) supports adequate levels of information sharing between internal units, cluster partners, IOM and other emergency response actors; d) establishes and maintains effective relationships with implementing partners; e) makes correct decisions rapidly based on available information. Required Qualifications and Experience a) completed advanced university degree from an accredited academic institution, preferably in Social Sciences, Disaster Management, International Relations, Conflict Management, Human Rights/Law or other related fields; b) five years of relevant professional experience (or seven years of experience for candidates holding a first level university degree) in humanitarian response or related field; c) operational field experience a must; d) emergency experience preferred; e) experience in project implementation and management, monitoring and reporting. Languages Fluency in English is required. Working knowledge of Arabic an advantage.
