Organization: International Organization for Migration Unit: Yemen Stabilization Initiative (YSI) Title of Position: Field Contracting Assistant Duty Post: Sana’a Classification: Consultancy (MPH) Duration: 3 months (renewable) Salary: Based upon qualification and experience Closing Date: Thursday, December 12, 2013 Worldwide IOM has over 400 offices and 5,600 staff focused on assisting migrants, governments and other stakeholders to address migration issues. IOM opened its mission in Sana’a in April 2007 and currently operates two field offices in the country. Under the overall supervision of the Program Manager and the direct supervision of the Logistics/Procurement Officer and Contacting officer, the incumbent will be responsible for the tender document preparations and contracts management. The incumbent duties will include, but not limited to, the following: 1. In line with agreed policies and procedures , assist in developing bid packages, solicit contractors and/other others, moderate tender meetings including openings, coordinate site visits, conduct prequalification visits, and undertake all other activities relating to bidding and contracting. 2. Assist technical team in reviewing review architectural and structural drawings as well as create bills of quantities, material specifications lists, and other technical documentation relating to infrastructure programming within the fields. 3. Assist in preparing the tender documents to be advertised in all fields after the rehabilitation grant green lighted. 4. Assist in reviewing all the tenders and quotations and prepare the bid analysis Summary (BAS) for the rehabilitation projects. 5. Assist in preparation of various type of contracts/agreements and coordinate im-plementation with all stakeholders in line with approved policies and procedures 6. Ensure adequate mechanisms exist to track contractual status of each project and that adequate records are collected prior to payment. 7. In coordination with the Logistics officer and field unit, negotiate contracts or agreements with contractors if required, and assist the technical advisor. 8. Track all construction projects implementation and prepare required amendments in consultation with field counterparts as needed and submit compiled status tracking report on weekly basis. 9. Track cost and other financial expenditure of all infrastructure program funds in governorates and produce weekly report. 10. Maintain records in accordance with program standards. 11. Perform such other duties as may be assigned. Desirable Qualifications and skills: • University degree preferably in civil engineering or business in procurement/logistics and experience in working in post conflict environments. • A minimum of 4 years experience in the field of infrastructure planning and con-struction, including management of infrastructure projects and public tendering. • Ability to supervise, direct, coach and mentor staff. Drive for results and effective resource management skills. • Excellent communication and negotiation skills. Understanding of complex social-political environments. Ability to work under extreme pressure, in difficult condi-tions while maintaining security awareness. • Flexibility and focus on processes and their improvements. Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds. • Stamina, determination, commitment and adaptability in the workplace are re-quired. Excellent communication, written and verbal Arabic and English language skills essential. • Functional competencies: effective communicator with a wide range of actors and partners, successful negotiator, cross cultural facilitator and active learner. • Excellent computer literacy.
