Title:          Field Engineer (FE) (2 posts) Project:    Community Driven Recovery and Safety (CDRS) Project Location:      Aden, Yemen (with frequent travel to field (Abyan and Lahaj governorates) Level:         As per DRC Yemen national staff salary grid Report to:     Team Leader Start of Contract and Duration:     01 January 2014 for one year (renewable depending on funds availability and candidate's satisfactory performance) Background      The Danish Refugee Council (DRC) has been providing relief and development services in Yemen since 2008. DRC manages various projects implemented in a number of southern governorates. The Danish Refugee Council (DRC) and the Danish Demining Group (DDG) have recently started the Community-Driven Recovery and Safety project. The project is funded by UKAid and other donors.   The project outcome is to strengthen community-level governance and conflict management mechanisms in the target 20 conflict-affected communities. The outcome will be achieved through the following sub-outcomes: 1.    Community empowerment:  Communities members are empowered to freely exercise their right to decide on the design, implementation and evaluation of their own recovery and safety projects; 2.    Conflict prevention and management:  Communities are able to identify and address safety needs and underlying causes of conflict and to manage potential conflicts in a peaceful manner; 3.    Social and economic services:  Improved access to social and economic infrastructure and services for the population of target communities; 4.    Bottom-up governance:  Governance structures at community level, both formal and informal, are reinforced to be more responsive to community recovery and safety needs. The Yemen CDRS project includes two components: (a) Community-Driven Recovery and (b) Community Safety.  Under a bottom-up process called Participatory Integrated Community Safety and Development (PICSD), the CDRS project will assist the communities to organize themselves, identify and prioritize their needs and elect (or select) their own representatives to develop and implement community development and safety plan (CDSPs).   Under the first component (a), the project will provide grants to communities. Grants will financially support one or more development or recovery priorities of the CDSPs. In addition, grants will provide vulnerable or marginalized members of the communities with conditional cash transfers to access selected social services, such as education, preventative, neo-natal and post-natal health care. Under the second component (b), the project will provide safety related services –within the mandate and expertise of DRC/DDG- based on the findings of the conflict analysis, priorities of each community’s CDSP. Safety services include conflict management education for community members and potential perpetrators of violence, support to community conflict prevention and resolution mechanisms, mine risk education in areas with threats from unexploded ordinance, small arms sensitization and peace dividends like cross-tribal sports events or similar.   The value and type of grants and safety services will be determined in the course of the implementation on the basis of the CDSPs.   Purpose The Field Engineer is part of the field team that will be responsible with the implementation of the Community-Driven Recovery and Safety project in Yemen under the supervision of the Team Leader. Specifically, the Field Engineer will support target communities in carrying out the PICSD process in accordance with the project Operation Manual.  The field team is composed of one Community Development Worker (CDW), one Field Engineer (this post). The CDRS project has two field teams, one for each target district. Both field teams report to the project Team Leader.    Key Responsibilities:    Programme planning, implementation and reporting: •    Participate in the collection and update of primary data that inform the district-level situational analysis (needs and resources assessment), and community mapping and clustering. •    Under the supervision of the Project Manager/DRC MEIA unit, conduct data collection for baseline studies and other M&E and accountability events; •    Together with the Community Development and Safety Workers (CDWs) and (CSWs),  prepare and implement monthly and quarterly work plans (which are based on the annual work plan of the project); •    Ensure the project’s facilities are designed, resourced/budgeted (via BoQs), constructed and/or rehabilitated in accordance with the engineering/technical specifications agreed by the Government of Yemen. Coordinate with relevant and engineering departments to verify and maintain the most recent technical specifications/standards;  •    Coordinate with other Development actors (e.g. SFD) and ensure consistency and complementarity of recovery and development efforts, mainly the ones related to infrastructures support (construction and rehabilitation) for increased benefit of the targeted communities;   •    Prepare field engineering and technical reports for each supported community sub-project. Timely maintain and submit the sub-projects technical monitoring forms /records; •    Provide all project documentation to the MEIA unit on bi-weekly basis, in order to have it uploaded in the on-line Project Management System; Facilitation of the PICSD process / Project Operation Manual (OM): •    Support each target community to carry out the various steps of the PICSD process in line with the project OM; (e.g. community/district level needs assessment, community entry, awareness creation and attitude change, community sub-projects development and implementation, quality review throughout monitoring and evaluation, etc… )  •    Actively contribute to and support the participatory processes related to the development and planning of the Community Development and Safety Plans (CDSPs) (i.e. CDSP workshop, CDSP development); •    Support the communities in preparing sub-projects proposals that are based on the endorsed CDSP. Ensure incorporation of all engineering and other technical specification and standards of GoY and relevant departments. Recommend technical indicators to measuring the sub-projects’ progress/performance and impact; •    Provide the technical support required for quality review throughout the community sub-project implementation cycle (design, execution/implementation and completion) including the capacity support to community project implementation units "CPIUs") – i.e. training for managing engineering/technical aspects; •    Support the VCCs/CPIUs in initiating and managing the procurements of their sub-projects’ according to the agreed specifications;  •    Technically oversee the implementation of the community development and safety sub-projects, mainly verification of completion of work phases prior payments release, setting/adjusting implementation plans, if any, etc.. . Timely respond to the CDWs’ and CSWs’ requested technical support; •    Report to the Team Leader any deviation in the implementation of the sub-projects and/or utilization of the grant; Others •    Carry out any other relevant duties as directed by the Team Leader and/or CDRS Project Manager General Commitments: DRC has a Humanitarian Accountability Framework, outlining its global accountability committments. All staff are required to contribute to the achievement of this framework (http://www.drc.dk/HAF.4265.0.html) Posting details: Working environment especially in the field may sometimes be insecure and potentially volatile.  Qualifications and Experience Essential: •    Relevant university degree or equivalent qualifications in Civil/Architecture   Engineering;  •    Experience and/or knowledge of community development and participatory techniques, such as PRA and PLA;  •    Minimum of 2 years of experience in designing and supervising civil and other engineering works related to rural community infrastructures; •    Ability and experience in designing and supervising/managing the implementation of Yemeni semi-urban/rural communities infrastructures;  •    Good command in spoken and written English and Arabic (written, read and spoken); •    Good communication and negotiation skills; •    Computer literacy (mainly Engineering software, MS Word and MS Excel); •    Ability to work under pressure with extended period in the field  Preferable: •    Knowledge of minimum engineering/technical standards applied in Yemen, notably the project targeted governorates/districts;  •    Previous experience with and international NGO or UN organization; •    Excellent time management skills and creative thinking; •    Ability to achieve goals in a set timeframe.
