Department               :           Development Position                      :           Program Officer     Hours of work           :           40 hours per week Reporting to              :           programme Coordinator    Duration                     :           7 Months (December, 2013 to July, 2014) Background:  The Development Program Division closely works with country program team in identifying, planning, implementing, monitoring and evaluating development projects and program in collaboration with local, national and international partners.  It focuses on the Recovery and Development of strategic areas and support communities to develop a sustainable livelihood, coherent Islamic micro finance system, food security, water sanitation, social cohesion and community based infrastructure projects to support communities affected by conflict, civil war, natural and man-made disasters. The overall objectives of the development division are to alleviate poverty and suffering of human kinds   by providing them with long term sustainable programme in collaboration with international donors, INGOs and UN agencies. Detailed Duties and Responsibilities •    Conduct field needs assessments for the project sites. •    Provide all the technical requirements for the infrastructures undertaken by the project. •    To support to prepare the estimates, BOQ and other necessary technical documents. •    Follow admin policies in order to select best service providers in line with bidding process. •    To support targeted groups to development opportunities and provide intensive personal support individually and in group settings. •    To work closely with stakeholders to empower environment through identifying existing skills, strengths and abilities and develop resilience. •    Develop and implementation plan and ensure the effective tracking of the project  •    Develop an action plan strategy for the implementation stage of this project to ensure the effectiveness of a collaborative service system approach  •    To develop progress reports based on monitoring plan and Log frame •    Identify with relevant stakeholder the related infrastructures to be renovated •    Help the Programme coordinator to coordinate cash for work with project team and support to mobilize labors and implement the project •    Conduct regular field visit to monitor project progress identify problem and recommend solution •    Support the project team to initiate project planning including conduction of PRA,PNA, Base lining and necessary data collection •    Prepare reports on weekly, monthly, quarterly and Annually basis •    Train staff on relevant subject •    Perform assigned related task by the project management   Requirements:  •    Minimum of a Bachelors Degree in Civil Engineering , Development studies or related field •    Three years experience of working for a humanitarian aid organization in similar position •    Experience of preparing various report •    Excellent understanding of poverty and social exclusion and in particular barriers to the labor market •    Familiarity with donors and donor procedures helpful. •    Operational understanding of the procedures required for lone working when visiting the homes of project participants •    Excellent communication skills and ability to work and live within a team environment. •    Computer proficient in Excel Word, and internet. •    Excellent oral and written communication skills in English & Arabic.   Application Process: To Apply, please CLICK HERE    NOTE: Applications for this job are not through Yemen HR website.
