HUMAN RIGHTS MONITORING IN CONFLICT AFFECTED AREAS (TWO CONSULTANTS) Additional Category    Democratic Governance Type of Contract :    Individual Contract Post Level :    National Consultant Languages Required :    Arabic   English   Duration of Initial Contract :    Nine months Expected Duration of Assignment :    Nine months   Background Project:Enhancing the Protective Environment and Access to Life-Saving Services for Returnees and Conflict-Affected Populations in Yemen Project Description: Within the framework of the Central Emergency Relief Fund (CERF), UN OHCHR is undertaking the task of documentation of human rights violations in Northern and Southern areas mainly in both Harard and Abyan. The task involves interactions with various sectors of the society and will be done in close consultation with national and international partners. The project work is set to be for six months   Duty Station:   Consultant for the Southern area will be based in Aden with frequent travels to the surrounding provinces mainly Abyan three times a week. Debriefing duties to contracting office in Sana every month as indicated above   Consultant for the Northern area will be based in Harad with frequent travels to the surrounding provinces Hajja and Amran three times a week . Debriefing duties to contracting office in Sana every month as indicated above Duties and Responsibilities The substantive scope of the monitoring will be broad covering the situation of various sets of rights subject to redefining of the same whenever found necessary after evaluation of developments. Target groups will be mainly Communities affected by conflict and vulnerable groups while OHCHR will continue to monitor general human rights situations in line with its mandate. The monitoring will be done both directly by the project staff and indirectly through gathering of information from partner CSOs, CBOs. Displaced people and returnees and conflict affected areas in the selected geographic focus areas are the target beneficiaries of the monitoring work. In addition to the assistance of the consultants to be recruited, OHCHR Yemen will also deploy its staff members to complement the monitoring work on the ground whenever necessary and possible.   The consultant is expected to document and verify human rights violations in the area of assignment as much as possible and report to OHCHR Yemen every week on the same. The latter will be done both through direct monitoring and indirectly through compiling the information shared by partner Civil Society Organizations or Community Based Associations operational in the area.   Expected outputs and Deliverables: •    4 Weekly reports on documented allegations of human rights and one Debrief with OHCHR/ Sanaa; •    Other 4 Weekly reports on documented allegations of human rights and one Debrief with OHCHR/ Sanaa; •    Other 4 Weekly reports on documented allegations of human rights and one Debrief with OHCHR/ Sanaa; •    Other 4 Weekly reports on documented allegations of human rights and one Debrief with OHCHR/ Sanaa; •    Other 4 Weekly reports on documented allegations of human rights and one Debrief with OHCHR/ Sanaa; •    Other 4 Weekly reports on documented allegations of human rights and one Debrief with OHCHR and Final. comprehensive report on documented allegations Competencies Corporate Competencies: •    Demonstrates integrity by modeling the UN’s values and ethical standards; •    Promotes the vision, mission, and strategic goals of UNDP; •    Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability; •    Treats all people fairly without favoritism; •    Fulfills all obligations to gender sensitivity and zero tolerance for sexual harassment. Functional Competencies: •    Provide assistance for the implementation of the Office’s work programme in particular monitoring of human rights situation in different parts of the country, and contribute to technical cooperation activities with  Government and Non-government partners; •    Promotes a knowledge sharing and learning culture in the office; •    Actively works towards continuing personal learning and development in one or more Practice Areas, acts on learning plan and applies newly acquired skills; •    Good understanding of the work of humanitarian clusters in particular the functioning of protection clusters; •    Focuses on impact and result for the client and responds positively to feedback; •    Shows good team spirit in execution of assignments; •    Consistently approaches work with energy and a positive, constructive attitude; •    Demonstrates strong oral and written communication skills; •    Ability to work under tight deadlines and competing priorities; •    Builds strong relationships with clients and external actors; •    Remains calm, in control and good humored even under pressure; •    Demonstrates openness to change and ability to manage complexities.   Required Skills and Experience Education: •    Preferably a minimum of B.A in Law. Experience: •    Political Science and related fields with minimum of 5 years of relevant experience. Advanced education on the latter indicated areas will be an asset. Language: •    Fluency in written and spoken Arabic is required.
