Title:          Monitoring, Evaluation, Information and Accountability Officer   Project:    Community Driven Recovery and Safety (CDRS) Project  Location:      Aden, Yemen (with frequent travel to field (Abyan and Lahaj governorates) Reports to:      Grants and Programme Development Officer Start of Contract and Duration:     01 December 2013 for one year (renewable depending on availability of funds and candidate's satisfactory performance) Background The Danish Refugee Council (DRC) has been providing relief and development services in Yemen since 2008. The Danish Refugee Council (DRC) and the Danish Demining Group (DDG) have recently started the Community-Driven Recovery and Safety Project, aiming to strengthen community-level governance and conflict management mechanisms in the target 20 conflict-affected communities. The Yemen CDRS project includes two components: (a) Community-Driven Recovery and (b) Community Safety. Under a bottom-up process called Participatory Integrated Community Safety and Development (PICSD), the CDRS project will assist the communities to organize themselves, identify and prioritize their needs and elect (or select) their own representatives to develop and implement community development and safety plan (CDSPs).   Role The MEIA Officer will directly support the project management in setting-up and maintaining monitoring, evaluation, accountability and an on-line project management information system in accordance with the CDRS project Operation Manual. S/he is responsible for inputting all data into the project’s online Management Information System, and for implementing M&E activities for CDRS and other projects. S/he is also responsible of the resolution of minor IT problems in the MIS.  Key Responsibilities:   •    Support and mentor the field teams to ensure accurate collection of data that inform the district-level situational analysis (needs and resources assessment), and community mapping and clustering •    Work with the IT and other technical experts to establish the MIS, with private and public levels of access for DRC teams and external actors respectively •    Collaborate with the field-based Finance Officers to ensure that the field reports are available and uploaded to the MIS on a regular basis •    Carry out field visits and mentor CDRS project staff to ensure that the communities maintain good sub-project information filing systems  •    Collect photos and videos from the field teams and upload them on the MIS •    Ensure the project’s MIS (both electronic and hard copy system) remains stable and up-to-date  •    Provide training to project staff on the MIS and monitor their adherence to the system •    Document complaints from the project’s stakeholders and enter data into the DRC feedback mechanism  •    Design and implement specific M&E activities to gather information on needs, programme quality, and project impact  •    Review HAP requirements and work with project managers to develop system upgrades •    Gather, consolidate and analyse M&E data •    Carry out any other relevant duties as required Qualifications and Experience •    Relevant university degree or equivalent qualifications i.e. in Information Technology or Social Sciences •    Demonstrated experience and/or knowledge with data analysis and database management systems, analyzing file structure, using and creating file layouts and transforming raw data into finished products •    Demonstrated experience in uploading and using advance web-based database features and offline database systems •    Demonstrated experience in analysis and presentation of data •    A good understanding and extensive experience of monitoring and evaluation practices •    Strong communication skills, both written and spoken •    Comfortable working independently, with experience working in a team environment •    Ability to work under pressure.  Application Process:   Kindly send your CV and one page cover letter by e-mail to [email protected], by 28 November 2013.
