CARE International in Yemen CARE International is currently seeking a Youth Programme Manager to work for the Towards Better Economic Opportunities for Youth project which will be implemented in Sana’a and Hajah .The project is funded by Reach Out to Asia (ROTA) and in partnership with Silatech.
Duties: The Youth Programme Manager will be responsible for the overall management of Youth programme in Yemen, guided by the programme proposal; bringing together expertise from implementing partners.The position will ensure quality implementation of the project and a documentation of its learning. He/She will ensure that M&E systems are sound, and that best practice is shared and implemented. He/she will also be responsible for overall programme narrative reporting, collating data from each of the implementing partners, and overseeing the other key staff of this project. He/she will also be responsible for contributing to the design of CARE’s youth strategy for Yemen. Responsibilities: Programme Strategy and Management
• Conducts analysis of relevant policies /programmes for youth and support the development of a CARE youth strategy, including minority/marginalized youth.
• Draft and formulate the overall youth programme work plan activities based on a situational analysis in consultation with relevant project managers, government sectors, partners and ensure the alignment of the work plans with the overall CARE vision and strategy.
• Develop individual work plans according to the proposal documents and ensure the smooth management of the project activities.
• Develop individual operating plans with staff, annual reviews and work plans.
• Manage and assess the performance of the project team and provide regular coaching and supervision as needed.
• Ensure that financial and procurement procedures are met and follow CARE and partner organizations’ policies and procedures
• Provide regular updates on the functioning of the projects programmatically and financially to CARE management, steering committees, etc. as required.
• Organise and participate in regular management and steering committee (if available) meetings.
• Manage the inception phases and start-ups of the projects.
• Manage all program assets (cars, equipment, materials, etc.), and ensure they are managed in proper and safe manner and are accompanied by up-to-dateasset registers.
Program Quality and coherence
• Support the provision of appropriate technical support as per the proposal documents to ensure quality of implementation and capacity development of implementing partners and staff.
• Provide regular updates and standardised reports on the quality of implementation.
• Work with the DM&E Coordinator to develop an overarching M&E system for the program.
• Ensure that project staff members are trained in agreed approaches to ensure coherent implementation across the project.
• Ensure that the project follows CARE policies on accountability, gender equality, and conflict sensitivity.
• Ensure the building of institutional capacities of individuals and organizations with taking a strategic approach to the identification of these partners and partnerships and conduct of a capacity building needs assessment. Learning • Develop a youth component situational analysis and contribute to briefs/learning papers/ component reviews/ and evaluations.
• Support innovation and learning between implementing partners by organising exchange visits, joint learning events, technical briefs and sharing training materials.
• Ensure sound design and strengthening of CARE’s youth programme by maintaining a database of key learnings from the projects and build up an evidence-base of effective/less effective approaches.
• Ensure linkages with relevant stakeholders/partners within and external to CARE in the key technical areas to ensure input into that debate as well as ensuring that learning from other countries is incorporated into the work of the project. Partnerships and coordination • Collaborate with various departments within CARE to establish and maintain sound internal controls supportive of programming and to coordinate financial and supply management requirements and accountability.
• Develop partnership and collaboration with internal and external parties, including those of the UN, local and international NGOs and national partners.
• Linkage to CARE’s regional and international youth programmes and knowledge networks to ensure the provision and availability of current and accurate programme-relevant data.
• Support a good relationship with the CMP (if available) and the donor through providing regular presentations on progress, reports, and other information provision as requested by the supervisor. Monitoring and Reporting • Develop/adapt and utilize a monitoring system, providing accurate analysis of country level and field level trends and data on on-going programmes and projects implemented.
• Undertake regular field visits to monitor and assess programme implementation, support field programme staff and advice on required corrective action.
• Write the projects’ donor requested reports based on information from the implementing partner reports/other and draft it for onward submission to the CMP and the donor. Ensure that implementing partner (if available) reports are of quality and comply with CARE policies and procedures.
• Ensure the accuracy of the financial reports.
• Work with the DM&E Coordinator to ensure quantitative and qualitative data is of quality and develop a rigorous evaluation of the programme.
• Prepare and review any needed reports (audits, monitoring and evaluation, etc.) Required:
• Advanced degree focusing on development, sociology, political sciences or field relevant to the objective of the program.
• At least 6 year’s experience in senior management positions of youth development projects.
• At least 3 year’s experience in managing projects or programs focused on entrepreneurship
• Proven experience in managing local partnerships in complex settings
• Experience in working with minority/marginalized youth
