Republic of Yemen Economic Opportunities Fund (EOF)  Presidency of Council of Ministers   The Government of Yemen, represented by the Ministry of Planning and International Cooperation (MOPIC), has received a Grant from IFAD and the European Commission as well a co-finance from the Islamic Bank for Development and Yemen government for the establishment of the Economic Opportunities Fund (EOF) The Economic Opportunities Fund has been be created by Government decree No. 183-2010 as a public-private partnership working to improve the economic status of poor women and men in rural areas. Accordingly, its structure is based on three core pillars, namely value chain development, economic infrastructure, and rural financial services; and the EOF constitutes an institutional arrangement that allows the application of several principles: Cost recovery & sustainability, Multi-sectoral approach, Private sector orientation, Social agenda, and Equity investments. The EOF is the key institution for the management, implementation and supervision of the Economic Opportunities Programme, the Fisheries Investment Project and Rural Employment Programmes (REP).   Rural Employment Programmes (REP): The ‘YemenInvest’ Rural Employment Programme’s (REP) goal is to improve the economic status of poor rural households through creation of sustainable and diversified employment opportunities. In particular, the programme will invest in value chain development in sectors viz. (i) natural stones, (ii) textile; (iii) herbal, medicinal and aromatic plants as well as on several micro-, small and medium activities such as furniture and handicraft. Also, with regard to the above, the programmes will focus on rural investment financing; export promotion; rural labour market intermediation; and policy and partnerships. The project is national in scope and initially will focus on seven governorates: Abyan, Shabwa, Dhamar, Hajjah, Hodeidah, Lahej and Taiz. REP’s main target groups are unemployed and underemployed young women and men in rural areas below the poverty line. Specific focus is placed on young women and men entering rural labor market, and decent work compliance will be considered to the extent feasible. It is estimated that the project will directly benefit 50,000 households in the rural areas Currently, under the ‘YemenInvest-Rural Employment Programme’, EOF seeks qualified Yemeni candidates to fulfill the following post Junior Internal Auditor The Junior Internal Auditor will operate under the direct supervision EOF’s Internal Auditor, and through her/his reports to the EOF’s CEO. He/she is responsible for supporting the Internal Auditor in the overall auditing functions of the EOF and its programmes/projects. Reports on the progress of work are to be presented to the EOF’s CEO through the Internal Auditor, he/she will be responsible for the following: Duties and Responsibilities: •    Support the Internal Auditor to, at least once per year, audit each and every procedure implemented within the EOF, make recommendations on possible improvements for the procedures, and issue a report on all findings of the audit; •    Assist in auditing the financial statements, the accounting books and all other financial and non- financial registries and books of the EOF (checks and balances, entries, cash and non-cash transactions, payments, contracts and other non-financial documents). •    After each control, contribute to the preparation of a report to the EOF Financial Manager, EOF CEO and to the EOF Board of Directors mentioning all the findings of the audit exercise; •    Once the EOF Financial Manager has prepared the yearly financial statements, assist to audit them and to prepare a report on findings and make sure that recommendations are dealt with in the final version of the financial statements; •    Assist  during  the  annual  audit  of  the  company  by  external  auditors  and  supervisors  from  donors’ organizations; •    Support the Internal Auditor to, at least once per year, audit the financial statements, the accounting books and all other financial and non-financial registries and books of the companies in which the EOF holds equity (checks and balances, entries, cash and non-cash transactions, payments, contracts and other non- financial documents). •    After each control, contribute to the preparation of a report to the EOF Financial Manager, EOF CEO and to the EOF Board of Directors mentioning all the findings of the audit exercise; •    Support the process of verifying that Board of Directors decisions as well as Management Committee decisions have been effectively implemented and complied with; •    Assist Internal Auditor to prepare contributions to the yearly Management Letter; and •    Undertake any other related tasks at the request of EOF’s CEO.   REQUIRED QUALIFICATIONS AND EXPERIENCE; a)    Masters degree accounting, audit, or or similar relevant field with a minimum of 5 years of working experience. A bachelors degree in similar with 8 years of experience is accepted in lieu of the above; b)    Demonstrate experience, at least three years, of performing internal audit or related functions in a large   company (preferably a financial institution) or as a junior auditor in an audit firm; c)    Familiarity with the governments financial procedures and the requirement of externally funded projects; d)    Full working knowledge of Arabic and English, including excellent drafting, presentation, and communication skills; and e)    Excellent  computer  skills  as  appropriate,  and  including  the  full  working  knowledge  of  standard  word  processing, spreadsheet and presentation packages.   Application Process: Interested qualified candidates are encouraged to apply for these positions by sending the detailed CV and a cover letter clearly mentioning the position applying for in the email/letter subject line to the following email address:  [email protected].   EOF is an equal opportunity employer.
