Republic of Yemen Economic Opportunities Fund (EOF)  Presidency of Council of Ministers   The Government of Yemen, represented by the Ministry of Planning and International Cooperation (MOPIC), has received a Grant from IFAD and the European Commission as well a co-finance from the Islamic Bank for Development and Yemen government for the establishment of the Economic Opportunities Fund (EOF) The Economic Opportunities Fund has been be created by Government decree No. 183-2010 as a public-private partnership working to improve the economic status of poor women and men in rural areas. Accordingly, its structure is based on three core pillars, namely value chain development, economic infrastructure, and rural financial services; and the EOF constitutes an institutional arrangement that allows the application of several principles: Cost recovery & sustainability, Multi-sectoral approach, Private sector orientation, Social agenda, and Equity investments. The EOF is the key institution for the management, implementation and supervision of the Economic Opportunities Programme, the Fisheries Investment Project and Rural Employment Programmes (REP).   Rural Employment Programmes (REP): The ‘YemenInvest’ Rural Employment Programme’s (REP) goal is to improve the economic status of poor rural households through creation of sustainable and diversified employment opportunities. In particular, the programme will invest in value chain development in sectors viz. (i) natural stones, (ii) textile; (iii) herbal, medicinal and aromatic plants as well as on several micro-, small and medium activities such as furniture and handicraft. Also, with regard to the above, the programmes will focus on rural investment financing; export promotion; rural labour market intermediation; and policy and partnerships. The project is national in scope and initially will focus on seven governorates: Abyan, Shabwa, Dhamar, Hajjah, Hodeidah, Lahej and Taiz. REP’s main target groups are unemployed and underemployed young women and men in rural areas below the poverty line. Specific focus is placed on young women and men entering rural labor market, and decent work compliance will be considered to the extent feasible. It is estimated that the project will directly benefit 50,000 households in the rural areas Currently, under the ‘YemenInvest-Rural Employment Programme’, EOF seeks qualified Yemeni candidates to fulfill the following post  Liaison Officer The Liaison Officer will head the Project Coordination Unit within the Geological Survey and Mineral Resources Board of the Ministry of Oil and Minerals and will be responsible to the EOF CEO. for the following tasks and responsibilities:   Duties and Responsibilities: •    Ensure coordination with the relevant departments of the Geological Survey and Mineral Resources Board of the Ministry of Oil and Minerals for all activities implemented and developed by the EOF in partnership with the Ministry; •    Organize regular meetings and workshops between Ministry of Oil and Minerals and GSMRB    and EOF offices and units to discuss implementation and supervision of activities as well as follow-up actions; •    Assist the EOF Policy Advisor to coordinate policy support activities targeting policy areas under the mandate of the Ministry of Oil and Minerals in accordance with the AWPB; •    Assist the EOF in identifying national experts to participate in the relevant policy studies. •    Provide general guidance and support to the international consultants and national experts who are selected to conduct the studies. •    Provide leadership and strategic thinking to ensure proper implementation of project activities. Administer the day-to-day operations, through designated staff, to ensure the effective implementation of the project components. •    Coordinate with the other components of the REP project; Coordination with relevant ministries, national organizations, private sector companies and civil society initiatives as required by the project objectives and activities.   •    Prepare the work plan, quarterly, progress, annual reports and Terminal reports, in coordination with the MFW. The quarterly/annual progress reports shall include how funds were utilized against the activities and also the activities to be carried out during the following quarter/year, as well as required funds.. •      Supervise all staff assignment and consulting agreements. •      Participate and contribute to the capacity development activities undertaken under the project. •      Assist each Office and unit manager with policy issues and provide relevant technical papers; •      Assist representatives of the GSMRB of with all requests related to the activities of the EOF.   REQUIRED QUALIFICATIONS AND EXPERIENCE; a)  Minimum of five years’ experience in working with GSMRB, Ministry of Oil and Minerals at a managerial level; b)  Negotiation, facilitation and problem solving skills; c)  Familiarity with Government procedures and the policy and legal environment; d)  Familiarity with the requirements of externally funded projects; e)  A good knowledge of computer applications and English Language.   Application Process: Interested qualified candidates are encouraged to apply for these positions by sending the detailed CV and a cover letter clearly mentioning the position applying for in the email/letter subject line to the following email address:  [email protected].   EOF is an equal opportunity employer.
