Republic of Yemen Economic Opportunities Fund (EOF) Presidency of Council of Ministers The Government of Yemen, represented by the Ministry of Planning and International Cooperation (MOPIC), has received a Grant from IFAD and the European Commission as well a co-finance from the Islamic Bank for Development and Yemen government for the establishment of the Economic Opportunities Fund (EOF) The Economic Opportunities Fund has been be created by Government decree No. 183-2010 as a public-private partnership working to improve the economic status of poor women and men in rural areas. Accordingly, its structure is based on three core pillars, namely value chain development, economic infrastructure, and rural financial services; and the EOF constitutes an institutional arrangement that allows the application of several principles: Cost recovery & sustainability, Multi-sectoral approach, Private sector orientation, Social agenda, and Equity investments. The EOF is the key institution for the management, implementation and supervision of the Economic Opportunities Programme, the Fisheries Investment Project and Rural Employment Programmes (REP).
Rural Employment Programmes (REP): The ‘YemenInvest’ Rural Employment Programme’s (REP) goal is to improve the economic status of poor rural households through creation of sustainable and diversified employment opportunities. In particular, the programme will invest in value chain development in sectors viz. (i) natural stones, (ii) textile; (iii) herbal, medicinal and aromatic plants as well as on several micro-, small and medium activities such as furniture and handicraft. Also, with regard to the above, the programmes will focus on rural investment financing; export promotion; rural labour market intermediation; and policy and partnerships. The project is national in scope and initially will focus on seven governorates: Abyan, Shabwa, Dhamar, Hajjah, Hodeidah, Lahej and Taiz. REP’s main target groups are unemployed and underemployed young women and men in rural areas below the poverty line. Specific focus is placed on young women and men entering rural labor market, and decent work compliance will be considered to the extent feasible. It is estimated that the project will directly benefit 50,000 households in the rural areas Currently, under the ‘YemenInvest-Rural Employment Programme’, EOF seeks qualified Yemeni candidates to fulfill the following post Associate Construction Engineer (ACE) The Associate Construction Engineer (ACE), under the direct supervision of the Lead Construction Engineer (LCE) would be responsible for supporting the LCE in the overall management of the infrastructure construction activities in accordance with EOF Regulations and approved procedures for supervision of civil works. The ACE would be participate in and support supervision and guiding of activities of hired Field Engineers ensuring that due regard is given to the quality and quantity of civil works to be implemented in the framework of the EOP. The ACE would also take the lead in undertaking the above with respect to smaller infrastructure investments. Within the framework, as described above, he/she will be responsible for the following: Duties and Responsibilities: a) In cooperation with the EOF relevant staff, review and assess proposals for infrastructure works with regard to their technical feasibility and preliminary cost estimation;
b) Preliminary review of BoQs and tender packages for civil works for selected infrastructure investment.
c) Participate in the supervision of the implementation of civil works and assist in the coordination of activities of Field
Engineers in accordance with agreed procedure and developed standard reporting formats;
d) Participate and contribute in discussions with beneficiaries, contractors and other interested parties in decision making during the construction and review any proposed change to approved design solutions and construction techniques;
e) Under take preliminary review of Variation Orders and Balance of Quantities for the amendment proposals prepared by the
Contractor and Field Engineer;
f) Visit the sites and review the construction processes to ensure quality and timeliness of execution;
g) Carry out additional site visits as required by the LCE;
h) Report to the LCE on compliance of the construction with technical norms and environmental regulations;
i) Act as member of the Temporary Acceptance and Final Acceptance committees on completion of the works at the request of the LCE; and
j) Undertake any other related tasks at the request of EOF’s CEO. REQUIRED QUALIFICATIONS AND EXPERIENCE; a) Masters degree Civil or Environmental engineering with a minimum of 5 years of working experience with projects for infrastructure construction/rehabilitation. A bachelors degree in similar with 8 years of experience is accepted in lieu of t he above;
b) Familiarity with engineering design requirements and construction supervision procedures of Yemen, as well as with the
procurement procedures applicable under the legislation of Yemen and foreign donors’ funded projects;
c) Proven ability to work in multi-disciplinary teams and with rural populations and knowledge of contemporary issues in the rural infrastructure of Yemen.
d) A pragmatic, creative and energetic approach to problem solving and decision-making and the capacity to operate effectively with designers, contractors and rural population are the core competencies;
e) Full working knowledge of Arabic and English, including excellent drafting, presentation, and communication skills; and
f) Excellent computer skills as appropriate, and including the full working knowledge of standard word processing, spreadsheet and presentation packages.
