Republic of Yemen Economic Opportunities Fund (EOF) Presidency of Council of Ministers The Government of Yemen, represented by the Ministry of Planning and International Cooperation (MOPIC), has received a Grant from IFAD and the European Commission as well a co-finance from the Islamic Bank for Development and Yemen government for the establishment of the Economic Opportunities Fund (EOF) The Economic Opportunities Fund has been be created by Government decree No. 183-2010 as a public-private partnership working to improve the economic status of poor women and men in rural areas. Accordingly, its structure is based on three core pillars, namely value chain development, economic infrastructure, and rural financial services; and the EOF constitutes an institutional arrangement that allows the application of several principles: Cost recovery & sustainability, Multi-sectoral approach, Private sector orientation, Social agenda, and Equity investments. The EOF is the key institution for the management, implementation and supervision of the Economic Opportunities Programme, the Fisheries Investment Project and Rural Employment Programmes (REP).
Rural Employment Programmes (REP): The ‘YemenInvest’ Rural Employment Programme’s (REP) goal is to improve the economic status of poor rural households through creation of sustainable and diversified employment opportunities. In particular, the programme will invest in value chain development in sectors viz. (i) natural stones, (ii) textile; (iii) herbal, medicinal and aromatic plants as well as on several micro-, small and medium activities such as furniture and handicraft. Also, with regard to the above, the programmes will focus on rural investment financing; export promotion; rural labour market intermediation; and policy and partnerships. The project is national in scope and initially will focus on seven governorates: Abyan, Shabwa, Dhamar, Hajjah, Hodeidah, Lahej and Taiz. REP’s main target groups are unemployed and underemployed young women and men in rural areas below the poverty line. Specific focus is placed on young women and men entering rural labor market, and decent work compliance will be considered to the extent feasible. It is estimated that the project will directly benefit 50,000 households in the rural areas Currently, under the ‘YemenInvest-Rural Employment Programme’, EOF seeks qualified Yemeni candidates to fulfill the following post Associate Non-Agricultural Value Chain Manager (ANAVCM) The Associate Non-Agricultural Value Chain Manger (ANAVCM) will operate under the direct supervision EOF’s NAVCM, and through him reports to the EOF’s CEO. He/she is responsible to support the NAVCM to manage, in collaboration with the other units of the EOF; the aspects of EOF managed projects/programmes concerning non-agricultural value chains. Reports on the progress of work are to be presented to the EOF’s CEO through the NAVCM.
Duties and Responsibilities: Within the framework, as described above, he/she will be responsible for the following: a) Assist in the management of implementation of activities related to non-agricultural value chains in projects/programmes managed by the EOF;
b) Support the preparation of detailed Annual Work Plans and Budgets in accordance with project/programme requirements;
c) Draft ToR for consultants for in accordance with AWPBs and project/programme requirements;
d) Provide support to consultants as necessary;
e) Support the NAVCM to proactively engage stakeholders in the relevant value chains in EOF managed project/programme activities;
f) Assist in coordinating of all activities with relevant Government bodies;
g) Provide input into the M&E system and impact assessment;
h) Contribute to the preparation of regular progress reports in accordance with the requirements of the EOF
and the various financiers as relevant; and
i) Undertake any other related tasks at the request of EOF’s CEO.
REQUIRED QUALIFICATIONS AND EXPERIENCE; a) Masters degree finance, economics, business or similar relevant field with a minimum of 5 years experience including the private sector. A bachelors degree in similar with 8 years of experience is accepted in lieu of the above;
b) Knowledge and experience of working in the natural stone or handloom textile sectors would be an advantage;
c) Strong commercial orientation, Capacity to motivate the actors in the EOF-support non-agricultural value chains, Strong negotiation skills, Leadership, managerial and team building qualities and experience are the core competencies;
d) Full working knowledge of Arabic and English, including excellent drafting, presentation, and communication skills; and
e) Excellent computer skills, including full working knowledge of standard word processing, spreadsheet and presentation packages.
