The Office of the Special Adviser of the Secretary General on Yemen (OSASG) has developed the project “Women and Youth engagement in Yemen’s political transition” to support women and youth delegates to the National Dialogue Conference to meet outside of the formal NDC setting. By leveraging the experience of youth and women’s participation experts, this project seeks to strengthen the linkage and engagement between the women and youth delegates in NDC and women and youth across Yemen so that the NDC and the resulting constitution can more accurately reflect the concerns of these constituencies.
The NDC process has succeeded in being broadly representative, and this includes of women. However, it is likely that the women’s activists, women NDC delegates, and women in the Constitution Drafting Commission (yet to be established) will be comprised from the minority of middle class, urban and more literate women. It is for this reason that the project contains a substantial focus on connecting these actors to women across Yemen – through face-to-face meetings and through survey work. For youth, again there is a vocal educated minority who has been engaging the most with the political process. However, the success of Yemen’s emerging political settlement rests upon the ability of the political transition to reach out to a broader category of youth in rural areas, less literate, more economically marginalized. These youth, if not engaged in the political process, have substantial potential to be co-opted by forces less inclined towards Yemen’s stability (e.g., crime, insurgency, etc.).
The project will provide these activists and NDC/CDC delegates with a physical space, with appropriate administrative support, for them to convene, debate and discuss, engage with women and youth from outside the formal transition processes and across Yemen, and help develop joint and sufficiently informed approaches. To support such discussions, the project will provide, upon request, dedicated expertise and comparative experiences in substantive issues related to the NDC and constitution-making process as well as support in areas such as communication, public debate and speaking, advocacy, and consensus building. Duties and Responsibilities Under the direct supervision of the Project Coordinator, the Administrative Assistant’s will be responsible for supporting the effective and efficient running of the Project. Responsibilities will include, but will not be limited to:
• Gathering data for the development of project documents;
• Obtaining timely updates on ongoing projects activities;
• Compiling and reviewing data obtained from partners and drafting accurate and timely reports;
• Assisting in compiling monthly and quarterly progress reports for the Trust Fund and IRF projects ;
• Developing workplans and ensure timely implementation of activities;
• Assisting in conducting assessments, analyzing data and creating presentations and graphs to represent results;
• Assisting in drafting various documents needed for project meetings;
• Liaising with partners and donors and maintaining strong relationships;
• Coordinating logistical, financial and administrative support for meeting and workshops and other project activities;
• Liaising with the Administrative Assistant and Project Coordinator for the organization of field visits.
Required Selection Criteria a. Education • Bachelor’s Degree required - Business or Public Administration will be considered a strong asset.
• Certification in a relevant field (i.e. business administration, accountancy, finance, HR, Procurement, Logistics) highly desirable. b. Work Experience • 2-3 years of progressively responsible work experience in project support;
• Experience working with NGOs, UN Agencies or international organizations is highly desirable;
• Knowledge of UNOPS financial rules and regulations; working knowledge of ATLAS and experience of other related databases reporting would be an advantage.
• Candidate must be fluent in written and spoken English and Arabic. c. Key Competencies
• Background in human rights and civil society;
• Experience and knowledge of project management including administrative and financial support;
• Experience in project monitoring and reporting;
• Good working knowledge of MS Office applications (Word, Excel), email/internet, ability to operate other financial management software/Programmes;
• Good communication (verbal and written) as well as strong interpersonal skills and ability to work in a team;
• Capacity for problem solving and identifying acceptable/applicable solutions; resourceful, proactive, maturity of judgment and behavior, self-motivated;
• Attention to detail strongly required;
• Appreciates working in a multi-cultural environment.
