Louis Berger was awarded the lead contract to provide program and construction management services for Package 3 of the Riyadh Metro project. Package 3 is an $8 billion project involving management of the design and construction of Line 4, Line 5 and Line 6, as well as 22 stations, in the new metro system in the Kingdom. Due to the high demand of the project and client our ever growing team is are currently seeking for a Senior Resident Engineer (MEP) to contribute to the ongoing success of delivering to our client’s needs.
Duties and responsibilities not limited to:

Lead and coordinate activities to project construction completion. Support projects on construction related activities, construction risk reviews during tendering (subcontracting strategy, cost estimation and final construction price negotiation), subcontractors pre-qualifications, constructability studies, site based staff deployment and project technical reviews during construction.

Lead and coordinate activities from the tendering phase to project construction completion. Accountable for the smooth construction of the project within schedules and quality guidelines. Key impact situations reviewed by supervisor.

Supervise Site office based Construction Managers and Construction Engineers working on projects.
*
Implementation of agreed construction execution strategy, recruitment of senior construction personnel. Consults with supervisor on main issues concerning project delivery.

Support proposals on construction related engineering & tendering activities including the review of the scope of project, size and tendering schedule.
*
Assign construction support engineer (CSE) to the proposal.
*
Strategize the project construction execution with PD operations, provide guidance to CSE on the execution plan. Review periodically the proposal’s progress and carry out the Final review of the technical & commercial submissions.

Assign a CSE to the project to carry out construction related activities. Keep an overview of the constructability studies during engineering.
*
Review the project and construction schedule and endorse Part time attendance to constructability reviews and project monthly progress meetings maintain overview of the progress of construction work, carry out frequent visits to construction sites, perform technical audits and troubleshooting, raise report to Management and follow-up actions with Project & Construction Team.

Follow-up on learning’s from the project execution and at Project close-out, ensure Lessons learned are inputted into the Forum.

Initiate and Support the development of software (Material Control , Weld Management , Spool Management , Project Completion Software , Punch list Management software ) , for Project / Contractor implementation.

Oversee the Development of Standard Construction Management Procedures.
*
Prepare, in coordination with planning, an information Data Base system to be used during tendering, and future project planning. Carry out reviews, assessment, and qualification of subcontractors / fabrication shops.

Oversee the development of construction estimating norms, based on historical data, as well as industry wide norms.
*
Carry out Subcontractors Audits and Assessment. Review the pre-qualification of subcontractors and fabrication shops.

Ensure project and area managers deliver the projects within the contracted duration and within the agreed budget through regular meetings, and monitor performance and expenditure vis a vis the plan.

Provide leadership & direction to various contracting agencies during Project Execution, maintain ongoing relationships between the contractor and company and ensure that the project/area managers’ business dealings with client’s subcontractors and vendors are conducted to a high professional standard.

Promote quality awareness in every sphere of project activity and the organization. Manage quality through audits conducted on a weekly basis and incase of non-conformances ensure that these are rectified and measures taken to ensure that they do not recur.

Ensure high safety standards are maintained on all projects, the client’s feedback is positive and that project management is proactive in this respect since accidents are viewed seriously by the client.

Develop a cost report per month that details costs and expenditure for the period, forecast for completion of the project with an aim of minimizing the variance.

Promote team work and a spirit of cooperation among employees. Guide the project team to achieve project goals, drive and motivate the project team and develop team members who have potential to move to senior positions and move on a fast track. Career planning, mentoring, proposing members for promotions, bringing in high caliber individuals to fill positions.

Lead the team through regular meetings with the client and meetings to address specific issues, team meetings and meetings with specific departments.

Carry out any other activities as required by the direct supervisor.
Required Skills
* Graduate degree in Engineering
* Extensive knowledge of the Project MEP Construction
* Knowledge of International Construction practices

Required Experience
* Minimum of 15+ years’ experience in handling large Construction projects.
* Extensive experience working on $ multi-billion Railway Projects
