Senior Manager, Public Affairs - Africa & Middle East
This role is responsible for coordinating and implementing the Bank's strategic engagement with political stakeholders in Africa and the Middle East (AME), and for identifying and managing political and reputational risks across the region. Overall, it contributes to delivering the Bank's advocacy priorities.
The position sits within the Bank's AME Corporate Affairs function and reports into the regional Head of Business Communications & Public Affairs. The role is based in Dubai and given the breadth of the region; some travel is to be expected.
Reporting Relationship: Head of External Communications and Public Affairs (direct)
Key Roles and Responsibilities
* Drive all regional Public Affairs initiatives (including but not limited to):
* supporting the Bank's presence at major events (e.g. WEF, IMF);
* providing written briefings and talking points for senior regional management ahead of political meetings and speaking roles; and
* contributing social, political and environmental analysis to the Bank's Non-Presence Country papers in conjunction with our Corporate and Institutional Banking division.
* Reputational risk: support reputational risk across Africa, liaising with countries, regional executives and Group to manage and escalate risks as required in partnership with the external communications team. Provide support in crisis management situations.
* Macro risk management: identify and develop the Bank's position, including key messages on the macro policy issues cross-cutting the region, in particular Africa.
* Advocacy: find opportunities to communicate the Bank's position and key messages on policy issues in the region.
* Stakeholder engagement: work with country Management Committees to develop a Government and Regulatory Relations Plan. This includes identifying top influencers to engage and working with the Public Sector team and country CEOs to develop relevant content for engagement as well. Also building relationships with the Africa Chairmen and Middle East advisors to help support the Public Affairs agenda.
* Elections and political risk: focus on each of the Bank's key markets to ensure we stay on top of sovereign risks. This includes horizon scanning and issues management; identifying risks - both macro and micro - to our business; monitoring elections, corruption, governance, NGO and trade union issues.
* AME and the network: coordinate Public Affairs' role at the centre of AME interaction both in and out of Europe/UK and in the Bank's trade corridor priorities. This includes, but is not limited to, developing key points of contact with local consulates/embassies, think tanks, business forums, and covering the interests of the Bank, including inbound and outbound visitors of strategic importance to the Group.
* Comply with the Group's Code of Conduct, the Group Policy on Information Security and the Management Responsibilities, Money Laundering, Anti-Bribery and Health & Safety policies (the Code of Conduct and the policies are available on the Group Policies & Procedures site on iConnect) and any other policies from time to time in force that are communicated. * Minimum 6 years' experience of public affairs in a major multinational corporation, ideally in an international bank
* Good working knowledge and experience of the AME region, with a network of external stakeholders contacts in major markets (e.g. UAE; Kenya; Tanzania; Ghana)
* Degree in politics or public administration
