General and Operational
- Reviews estimates of capital or asset costs including development costs.
- Reviews estimates of operating and construction costs through an asset's life cycle.
- Carries out risk assessment and analysis based on available information.
- Carries out trending of scope and cost changes.
- Analyzes project cost control.
- Participates in Value Engineering and/or Value Audit activities, and prepares cost estimates of proposals.
- Reviews financial evaluation of Tenders.
- Builds-up and maintains contract forms and references
- Builds-up and maintains historical project cost database
Preconstruction responsibilities
- Cost Estimation and Planning.
- Prepares or reviews/validates the preliminary cost estimate from concept design.
- Prepares budget estimates of project or components of project.
- Prepares and reviews/validates the Bill of Quantity (BOQ) from design, development, and final drawings.
- Participates in Value Engineering and/or Value Audit activities, and prepares cost estimates of proposals.
- Establishes and implements cost control systems during design phases of the Project.
- Prepares or reviews payment certificate
Tendering and contractual agreements
- Participates in contractors prequalification process.
- Participates in PreTender meetings.
- Prepares or Reviews Tender Documents to ensure their consistency, coordination, compliance, and accuracy.
- Performs financial evaluation of Tenders.
- Prepares or reviews addenda to the Contract.
Construction responsibilities
- Advises on cost/financial status of the Project.
- Responsible for cost control during the construction period.
- Prepares or reviews cost estimates of revisions to Contract documents and/or Conditions.
- Negotiates costs of revisions with Contractors.
- Updates Contract amount.
- Advises on contractual issues, such as: damages, insurance, and noncompliance.
- Calculates and imposes or reviews penalties in accordance with Contract.
- Prepares Payment Certificates.
- Prepares monthly progress report on financial and contractual issues, which may include narrative reports, tables and graphs.
- Performs quantity surveys, measures and records site information as required.
- Participates in periodic meetings with the Clients, Consultants and Contractors. .
Post Construction Stage
- Prepares Payment Certificates.
- Prepares and settle final accounts with contractors.
- Participates in settlement of claims (if needed).
- Prepares or reviews final payments.
- Prepares or reviews final account.
- Prepares Project close - out report
- Releases of retentions and bonds. - Candidate must have a degree in Quantity Surveying/Engineering.
- Candidate must have a minimum of 15 years experience.
- Candidate must be based in Doha with a transferable visa (NOC).
