BACKGROUND:

The IRC in Yemen is implementing an integrated health, nutrition, reproductive health and environmental health program assisting IDPs and other conflict affected people. The program is rapidly expanding both geographically and programmatically. The IRC currently has two offices in Yemen; a field office in Aden that supervises the implementation of all programs in the South and the headquarter office in Sana’a. The Field Coordinator will lead program implementation at the field level, contribute to strategic planning/ program development, and work closely with the country team in Sana’a. The Field Coordinator will provide high-level donor and external stakeholder representation for IRC’s programs in south Yemen. SCOPE OF WORK:
The Field Coordinator leads the IRC’s response efforts in the South of Yemen, providing management guidance to ensure rapidity of response, scale of assistance and quality within programming. As the IRC’s most senior representative in the field office, the Field Coordinator must bring a senior leadership profile with a proven track record in managing emergency programming around the world successfully. The successful candidate will be confident, eloquent and organized as the Country Program will rely on her/his leadership during times of high pressure and competing priorities. The Field Coordinator will report to the Country Director. The Field Coordinator will be based in Aden. RESPONSIBILITIES: Program support
• Supervise Environmental Health and Health Coordinators based in Aden, and other program staff as the portfolio of the field office grows.
• Chair and lead weekly all staff meetings amongst programs, administrative and supply chain staff
• Work with the program teams to ensure timely and quality implementation and monitoring and evaluation;
• Work with the program teams to ensure that program activities are reported upon in a timely, accurate and well-presented manner, in compliance with IRC and/or donor requirements;
• Contribute to program development efforts including assessments, program design and budgeting to ensure continued and expanded programming Operations and Finance
• Manage field operational budgets for all relevant program grants; liaise closely with finance to monitor cash flow, review BVAs and track program spending
• Ensure that all policies, procedures and practices are in compliance with IRC, donor and national requirements;
• Responsible for safety and security of IRC staff, assets and premises (office, field sites and residences) in coordination with the IRC Yemen Security Focal Point; ensure consistent review and updating of security management plans Coordination
• External:
o Develop and maintain effective working relationships with all stakeholders in Yemen– including community and religious leaders, NGOs, government ministries/authorities and UN agencies, to enhance cooperation and coordination between organizations.
o Participate in various camp and field working group meetings
• Internal
o Ensure various sector teams are integrated and there is cross collaboration and coordination amongst the teams
o Coordinate timely and accurate reporting to donors, government and IRC headquarters; Representation
• Facilitate field visits for donors, IRC HQ/technical units, IRC internal staff and other external visitors
• Represent IRC Yemen in external coordination and policymaking forums and networks, including liaison with donors; Professional Standards • All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies. REQUIREMENTS:
• University degree in related field or equivalent experience.
• 3-6 years experience leading complex on site emergency response projects and/or programs requiring extensive judgment and interpretation. Diverse geographical professional experience preferred.
• Demonstrated ability to influence peer agencies, local government and community leaders to work effectively towards a common and agreed upon result.
• Demonstrated ability to evaluate and implement best practices and processes affecting multiple technical specialties to achieve rapid, consistent and high quality outcomes.
• Strong skills in managing, mentoring, developing and leading/interfacing with team/s
• Experience developing, resourcing and leading large budget, complex projects spanning multiple technical specialties.
• Interpersonal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure with professional grace
• Regional experience is preferred
• Excellent verbal and written English skills. Arabic language skills advantageous.
WORK ENVIRONMENT
The Field Coordinator will be based in Aden. The current security level in Aden is ORANGE civil conflict is ongoing elsewhere in the country, and travel outside Aden will be restricted to essential work related journeys and closely monitored. Strict adherence to security guidelines is requested of all IRC staff. The Field Coordinator will be provided with comfortable shared housing in Aden. This position is non-accompanied.
