JOB SUMMARY
The Yemen Food For Asset Development (YFAD) Program is designed to support and strengthen ROY safety net systems. It is as participatory and transparent as effectively possible in order to engender trust and support from key stakeholders, ranging from the government down to the communities and beneficiaries themselves. The program seeks to open opportunities for an equal number of men and women 18 years old and older. YFAD employs an integrated strategy involving the use of food aid to vulnerable households, labor based methods to re-engage actors in their own recovery, and participatory decision-making approaches focused on women, in order to develop productive assets that are owned, managed and maintained by target households and the community. Asset building activities will include: household and institutional rainwater harvesting, agriculture infrastructure rehabilitation, kitchen keyhole gardens. These activities will also be tied to behavior change communication training on hygiene and nutrition. The three year YFAD will target 23,301 food insecure households across eight districts in the three governorates of Rayma, Taiz and Ibb
PRIMARY JOB RESPONSIBILITIES
The Sr. Water Engineer / WASH will have supervision, coordination, assessment, design and implementation responsibility for the water, sanitation and hygiene (WASH) component of the project other infrastructure related works and activities, including beneficiary training modules. Ultimately the Sr. Civil Engineer / WASH will ensure that all defined works components are carried out according to plan, determined deadlines and within approved costs. Based in Sana'a the incumbent will supervise and oversight two field based engineers (Taiz and Sana'a), frequently travel to the target governorates to monitor and as may be required backstop related works activities. This position will report to the Deputy Program Director and coordinate with other project units. In particular he/she will:
• Design, develop and take on responsibility for the management, supervision, monitoring and documentation of the WASH / infrastructure activities component
• As required, refine the aims and outcomes of the overall WASH and infrastructure project component including though not limited to: new and/or the rehabilitation of old water supply systems; appropriate forms of sanitation and a suitable hygiene promotion strategy
• Prepare and implement an initial rapid needs assessment / quantity survey / data collection of the technical; water, sanitation, hygiene issues and related infrastructure requirements as defined by project targets
• Plan and manage the project's WASH component in full consultation and coordination with GC staff
• Coordinate, oversight, manage and backstop field based civil engineers / WASH; as may be required substitute for field based WASH / infrastructure implementation activities
• Document all related field based WASH - engineering activities
• Organize with the logistics team materials and support needed for all activities. coordinate activities with GC procurement, logistics and finance / accounting teams
• Ensure that WASH / infrastructure projects are implemented in adherence with GC, US AID and or other recognized international construction quality, environmental mitigation and safety standards
• As approved by the Program-Project Director, represent GC in regards to WASH /infrastructure works with local / regional authorities, NGOs, and in technical co-ordination, support and advocacy with national and local WASH clusters and other technical agencies relevant to the sector
• Willingness to work with flexibility and take on additional tasks as may be delegated to meet programmatic objectives

• Perform any other program related task assigned by supervisor Education and Experience:
• University Degree in Engineering or other relevant field(s) with a minimum of 5 years of practical, hands-on experience in intermediate technology applications design and implementation of basic water supply, related conservation issues, sanitation systems and hygiene/ health - WASH
• 3+ years of program management experience
• demonstrated ability to work independently and effectively with minimum supervision

Fluency in written and oral English and Arabic. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively Duration:
Length of contract is one year with possibility of extension. WORKING CONDITIONS
Normal office environment, however, due to nature of activities and areas where the project operates, travel might be needed in areas with challenging working and accommodations conditions. Able to work on a computer and operate a keyboard for extended periods of time. Able to work out of office location, at times at odd hours. APPLICATION PROCESS:
