POSITION DESCRIPTION      Job Title:             Accountant & Administrator  Department:             Finance & Admin. Department Reports To:             Finance Manager (FM) Location:             Taiz, Yemen JOB SUMMARY The Yemen Food For Asset Development (YFAD) Program is designed to support and strengthen ROY safety net systems. It is as participatory and transparent as effectively possible in order to engender trust and support from key stakeholders, ranging from the government down to the communities and beneficiaries themselves. The program seeks to open opportunities for an equal number of men and women 18 years old and older. YFAD employs an integrated strategy involving the use of food aid to vulnerable households, labor based methods to re-engage actors in their own recovery, and participatory decision-making approaches focused on women, in order to develop productive assets that are owned, managed and maintained by target households and the community. Asset building activities will include: household and institutional rainwater harvesting, agriculture infrastructure rehabilitation, kitchen keyhole gardens. These activities will also be tied to behavior change communication training on hygiene and nutrition. The three year YFAD will target 23,301 food insecure households across eight districts in the three governorates of Rayma, Taiz and Ibb. ESSENTIAL DUTIES AND RESPONSIBILITIES  The Accountant \ Administrator will support all accounting & administration processes related to the program and will input expenses into QuickBooks on a daily basis. He/she will ensure that proper financial and programmatic documentation related to expenditures is submitted and filed. In particular he/she will:- •    Control, correct and file vouchers. •    Manage daily accounting and book keeping transaction according to Global Communities rules and regulations. •    Prepares & keep all correspondence concerned with Contracts, Bank. •    Keep Files documents & maintain Archive according to Global Communities filing system and backup data. •    Follow up on outstanding monthly advances informing management about updated status. •    Develop and control the sub-ledgers for cash & bank. •    Act as cashier when instructed. •    Assure registration of all new entries to the lease/equipments/agreements. •    Ensure that all financial disbursements to staff/suppliers/vendors/implementing partner(s) and expenses made thereon are properly recorded in Cash Book, Bank Book and subsidiaries. •    Ensure that all policies and procedures are in compliance with Global Communities policies, procedures, and requirements. •    Maintain an effective filing system that is in accordance with Global Communities financial polices and allows for easy access to all financial related documents.  •    Maintain current knowledge of local government requirements related to financial matters as well as respect  contractual & legal requirements. •    Update Data to Quick book Accounting Package and ensure that such expenses are charged to respective cost centers. •    Strictly meet monthly reporting deadline.  •    Act as administrator in Taiz office, •    Track the annual and sick leaves for each staff  on a monthly basis  •    Follow up with all staff in Taiz and Ibb to submit time sheets in a timely fashion and  submit them to the HR officer on a monthly basis.  •    Ensure efficient functioning of the administrative filing system for the Yemen office •    As needed, the accountant will be expected to carry out field visits on a regular basis.  •    Ensure compliance with donor’s policies and procedures. •    Handle petty cash and its reconciliations on a regular basis. •    Carry out  all  duties and responsibility which will assigned by the Program Director and DFA.   •    Due to nature of organization’s activities, the above mentioned tasks are indicative only and are subject to change. Others/additional tasks may be delegated to meet organization’s objectives. •    Perform any other task assigned by supervisor.  QUALIFICATIONS      •    Excellent communication skills; proven ability to work in a multicultural context as a flexible and respectful team player.  •    Excellent organizational skills and ability to determine priorities.  •    Capable of working under pressure and is results-oriented with the ability to meet deadlines. •    Ability to prepare clear and concise reports.  •    Experience providing accounting support. •    Demonstrated computer and typing skills; Excel and WinWord skills are essential. •    Proficiency in use of QuickBooks accounting software EDUCATION and/or EXPERIENCE  University degree in Financial or Accounting or equivalent in professional qualification with minimum 2-3 years relevant experience with NGOs/INGOs. LANGUAGE SKILLS   Fluency in written and verbal English and Arabic is required. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.   WORKING CONDITIONS  Normal office environment, however, due to nature of activities and areas where we operate, you might have to work below normal/difficult working/travel/accommodation conditions. Able to work on a computer and operate a keyboard, for extended periods of time.  Able to work out of office location, at times at odd hours.
